In the battle to combat the onslaught of the Bolsonaro government, which makes the young apprentice program more flexible, the CIEE (Center for Company-School Integration) has been gathering data that signal a weakening already underway.
According to the entity, the number of new contracts for young apprentices in the first quarter of 2022 was around 16,500. The level is below the result of the same period in 2020, when the association registered 16,700 vacancies.
Humberto Casagrande, CEO of CIEE, says that the provisional measure published this month worries the sector. The changes allow former apprentices who have already been hired to continue to occupy, for twelve months, the quota statistics for young apprentices to be fulfilled by the company.
In addition, young apprentices with disabilities, low-income or serving time, for example, start to count by two, which reduces the mandatory number of program participants that a company must have.
“Our concern is that, at the moment when the market is resuming, this situation of the MP was created, which is disturbing the market a lot. Companies are canceling vacancies, leaving to hire later”, says Casagrande.
CIEE estimates that, after the changes, the current level of 450 thousand apprentices will drop to 250 thousand.
On June 8, presidents of the main entities in the sector plan to go to BrasÃlia to talk to congressmen about the MP and about decree 11,061, which goes in the same direction.
The provisional measure is still pending in a mixed commission.
