PT launches preview of Lula’s government program and dribbles controversial topics

The coordination of the campaign of ex-president Luiz Inácio Lula da Silva sent this Monday (6th) to the allied parties the guidelines for the elaboration of the government plan of the Lula-Alckmin ticket.

With 90 paragraphs, the document highlights the PT in anti-corruption actions, reinforces the role of the state in the economy, praises Bolsa Família and proposes the repeal of the spending ceiling and the labor reform implemented by former president Michel Temer, in addition to the review of the tax regime.

The text also defends the strengthening of unions without the return of the union tax, the construction of a new system of collective bargaining and a special attention to informal and application workers.

“Work will be at the heart of our development project. We defend the repeal of the labor reform carried out in the Temer government and the construction of new labor legislation, based on tripartite negotiation”, states the previous document of Lula’s program.

Following Lula’s guidance, the program proposal circumvents controversial issues, in an attempt to broaden the arc of support for the electoral dispute. The document also tries to include the parties that make up the alliance in support of the Lula-Alckmin ticket.

When talking about tax reform and income taxation, he does not explicitly mention dividend distribution taxation. Although he proposes the repeal of the labor reform, he affirms that this will be the result of a negotiation with businessmen.

Prepared under the coordination of former minister Aloizio Mercadante, the document defends the role of the state as an inducer of economic growth, preaches the use of public banks as an instrument of development and expresses opposition to the privatization of Eletrobrás and Correios.

“Petrobras will once again be at the service of the Brazilian people and not the large foreign shareholders, expanding our capacity to produce the oil derivatives needed by the Brazilian people, expanding the supply of natural gas and integration with petrochemicals, fertilizers and biofuels. “, says the text.

According to the text, “the pre-salt layer will again be a passport to the future”.

Coordinator of the government program team, Mercadante affirms that there is a legitimate concern not to stifle the debate and allow expansions.

Last month, after presenting a draft of this document, Mercadante heard from the presidents of the parties considerations so that he would not bring controversial topics to the debate.

The PT president herself, deputy Gleisi Hoffmann, recommended that it be lean. After adaptations, Mercadante states that the text was conceived so that it “presents itself with some key ideas and impact proposals”.

“This is the challenge. But the program that counts is the one that goes to the candidate’s speech, to the streets and to the TV programs.”

This skeleton of Lula’s government program will be open, starting this week, to contributions on a digital platform. The orientation is for this government plan to be short, with about 60 pages.

The document, which will be discussed with allied parties, also proposes the urgent expansion and renewal of Bolsa Família, as a guarantee of “income compatible with the current needs of the population”.

He also defends “a solidary, fair and sustainable tax reform, which simplifies taxes and distributes income”.

“This reform will be built from a development perspective, “simplifying” and reducing consumption taxation, correcting tax injustice by raising income taxation on the very rich, preserving the funding of the welfare state.”

When talking about the role of the Armed Forces, the document states that it is necessary to “overcome authoritarianism and anti-democratic threats”.

“Strictly complying with what is defined by the Constitution, the Armed Forces will act in the defense of the national territory, the air space and the territorial sea. technology and defense”, says the document, proposing dialogue.

In a clear vaccine against attacks by bolsonaristas, the document says that “the PT governments and allied parties have instituted, in an unprecedented way in Brazil, a state policy to prevent and fight corruption and to promote transparency and public integrity”.

He cites as an example the creation of the Comptroller General of the Union and the strengthening of the Federal Police, Coaf and the Federal Revenue.

Without directly criticizing the Lava Jato operation, which led to the former president’s arrest, the PT’s program promises to “ensure that anti-corruption instruments are re-established, respecting due legal process, in order to prevent the violation of rights and fundamental guarantees and political manipulation”.

“We will ensure that the fight against corruption is aimed at what it should be: an instrument for controlling public policies so that public services and resources get where they need to go.”

Also without detail, political and state reforms are also among the proposals. “We are going to put the poor and workers back in the budget. For that, it is necessary to revoke the spending cap and review the current Brazilian fiscal regime, which is dysfunctional and has totally lost its credibility,” he says.

The document also defends “the continuity of social and racial quota policies in higher education and in federal public tenders, as well as its expansion to other public policies”.

In the area of ​​security, the document states that the “country needs a new policy on drugs that combats the powerful financial core of criminal organizations, armed local powers, trafficking and militias and that gives due public health attention to the theme, with educational, prevention and support measures for families”.

“We will have citizen public security for the protection of life. The legitimate and growing demand of Brazilians for greater public security will be met with a consistent set of integrated policies to reduce violence and crime, effectively combat drug trafficking and weapons, organized crime and militias”.
