As the war in Ukraine and Western sanctions on Russia have put fire in gas prices and oil worldwide, Athens’s goal is to reduce public spending on energy, which in 2021 reached 800 million euros without taxes and fees.

At the same time, an energy upgrade program of the buildings will be implemented.

Detailed energy saving measures in the State.
1. Immediate efficiency measures in three axes
- A digital system for monitoring energy consumption in public facilities is being created.
- Immediate measures are promoted with the aim of reducing consumption by 10% in the next period, but also medium – long-term measures, aiming to reduce the final annual energy consumption in the public sector by at least 30% by 2030.
- Incentives are introduced to public bodies to achieve specific energy saving goals.
The immediate efficiency measures taken provide, inter alia, the rational management and maintenance of heating – cooling systems, energy savings in the field of lighting such as street lighting, but also in water supply and sewerage networks.
For the implementation of the measures, an amendment will be tabled, which will determine the administrative and technical responsible for the immediate and extraordinary energy saving actions, who will have the obligation to implement the relevant actions.
Incentives and disincentives will be introduced to achieve the goals. Thus the amounts of aid that will be received by public bodies will result from the combination of the degree of implementation of the measures and the result that will be achieved.
It is noted that the public expenditure for electricity in 2021, without taxes and fees, reached 800 million euros, while there are 212,000 clocks of services and public bodies.
2. “Electra” program for the energy upgrade of public buildings
In order to save energy on a permanent basis, the Government implements the ambitious program “ELECTRA” for the energy upgrade of the building stock of the public sector.
The total budget of the program amounts to 640 million euros and is financed by the Deposits and Loans Fund through an investment loan from the European Investment Bank and the Recovery and Sustainability Fund. The aim is for the buildings to be included in energy efficiency category B at least, after interventions, and on the other hand to achieve energy savings and reduction of CO2 emissions by at least 30%. The program was designed to also promote the utilization of Renewable Energy Sources for self-consumption, the use of new, innovative design standards and digital models, thus highlighting the exemplary role of the Public Sector. It is noted that the total estimated reduction of electricity consumption per year with the full implementation of the program is estimated at 600 GWh, while the reduction of the annual cost of electricity after the energy upgrade of the buildings will amount to 96 million euros. The platform for the start of applications will open in July.
