The president of the Senate, Rodrigo Pacheco (PSD-MG), said this Thursday (25) that the approval of the PEC dos Precatórios is a priority, but he did not guarantee that the vote will be taken next week, as the president’s government wishes. Jair Bolsonaro.
The government had set the deadline for voting next week on the PEC in the CCJ (Committee on Constitution and Justice) and also in the plenary of the Senate. Jair Bolsonaro intends to pay R$ 400 for Brazil Aid in December and for that it depends on the approval of the proposal, which will make room in the budget.
Pacheco was asked about the request of the president of the CCJ, Davi Alcolumbre (DEM-AP), for the plenary’s agenda to be dedicated exclusively to the consideration of nominations for positions. That’s because the president of the Senate scheduled a week of concentrated effort to that end.
The government, in turn, would like to present the high quorum of the concentrated effort to approve the PEC dos Precatório, which needs the favorable vote of 49 senators, in two rounds.
“We are going to try to coexist the interests of the hearings that are the priority of the concentrated effort, but the PEC of the Precatório is also the same. The phase of the Constitution and Justice Commission is over and it is up to the plenary to assess, including taking advantage of the presence of senators and senators in plenary, we will eventually try to assess the PEC next week, which is very important for Brazil,” said the president of the Senate, who then emphasized that he could not, however, guarantee the vote.
“I can’t guarantee it. The PEC has to complete the stage of the Constitution and Justice Commission, the opinion has already been read, there was a request for a view. It needs to be considered in the CCJ. The president of the Senate was also questioned about any obstacles caused by the PEC dos Precatório to delay the vote on the budget, which would stay for 2022. Pacheco again did not guarantee that this will not happen, but said that it would be possible to avoid it.
“Let’s just try to avoid this [que orçamento não seja votado, por causa da PEC], that’s why it’s a fight against time. We need to find a solution to this problem, the precatories, the fiscal space, the social program, also defining the vote on the budget. All these missions must be carried out by Congress,” he said.
The PEC dos Precatórios began to be processed this Wednesday (24) in the Senate, with the reading in the CCJ of the text by the rapporteur and government leader Fernando Bezerra (MDB-PE). There was, however, a collective request for views and therefore the vote was postponed to next Tuesday (30).
Some parties in the Senate, such as the PSD, are pressing for the analysis of the proposal to be resumed only in December. Leaders argue that more time is needed to analyze the new version of the PEC.
Resistance to the report increased throughout Wednesday in the main caucuses and, behind the scenes, it is said that currently the government would not have the votes to approve the measure in the plenary. The two main benches, the MDB and the PSD, considered essential for the PEC to be approved, met and began to present reservations with the final report.
