The bill that establishes the exceptional payment of a 14th salary to beneficiaries of the INSS (National Social Security Institute) was approved on Wednesday (24) by the Finance and Taxation Committee of the Chamber of Deputies, where he remained idle for two months. The proposal was created to minimize the financial impacts of the Covid-19 pandemic. If the matter is approved, the installments will be paid in March 2022 and 2023, limited to up to two minimum wages.
Now, the text will be examined by the CCJC (Committee on Constitution and Justice and Citizenship) of the Chamber, the last to carry out the assessment. There is no set date for a group opinion to be issued. As the proposal has a conclusive character and is processed under a priority regime, it does not need to be submitted to a vote in plenary after passing through the CCJC.
In other words, if approved by this committee, the bill will go straight to the Senate for analysis. From there, if endorsed by the senators, it will be sanctioned by President Jair Bolsonaro (no party). In the event the president rejects the proposal in whole or in part, Congress has the power to overturn the vetoes.
The original bill (4,367/2020), by deputy Pompeo de Mattos (PDT-RS), provided for the payment of the 14th salary for retirees and pensioners of the RGPS (General Social Security Regime) in 2020 and 2021.
During the course of the Social Security and Family Commission, the proposal was attached to another bill, by Deputy Aureo Ribeiro (SD-RJ), which proposed the payment of the 14th by 2023. This is because the original bill was not voted on in time for grant the allowance last year.
Another change made in the Social Security and Family Commission was the inclusion of the 14th for people who receive sick pay and accident pay. The original project provided for the allowance only for retirees and pensioners.
In 2020 and 2021, the government decided to bring the 13th salary to retirees and pensioners forward to the middle of the year. Motivated by the economic effects of the coronavirus crisis, the measure aimed to increase the injection of money into the economy.
