Power Pass, Fuel Pass, Switch Device, Child Benefit – Dates and amounts

A guide to payments and key dates for programs “running” to relieve citizens from energy price hikes.

Until July 15, the amounts of the subsidy up to 600 euros for electricity, known as Power Pass. At the end of the month, the application platform for the new petrol allowance will open Fuel Pass 2 which will reach up to 100 euros for the months of July, August and September. The results for the program are expected to be published around July 15 “Recycle – Change device” for the purchase of air conditioners, refrigerators, freezers with the subsidy amounts ranging from 135 to 710 euros. On July 29, the third installment is expected to be paid child benefit to the beneficiaries from OPECA.

What you need to know about Power Pass

Power Pass payments are expected to be made until July 15, as the finance minister recently stated Christos Staikouras.

The subsidy concerns the electricity bills of the first home or student housing in Greece, issued during the period from 01-12-2021 to 31-05-2022.

What refund amount you will receive

The refund amount depends on the amount of bills for the period covered by the Power Pass. The refund is given to those who paid a total electricity increase in the six months of more than €30 (and will therefore receive at least €18). The maximum refund amount is 600 euros.

Beneficiaries’ net family income after tax must not exceed €45,000, based on declared incomes for the tax year 2020.

What do the application stage designations mean?

  • SUBMISSION PENDING: the user has not pressed “submit request”.
  • I WAS REJECTED: the application has been rejected. If you navigate to the application page, you will see more information at the top (e.g. impossibility of cross-referencing the TIN as beneficiary/co-beneficiary to the declared IVAN). Rejected applications can be changed and resubmitted.
  • UNDER CONTROL: the application has been submitted and is in the process of checking the followers.

– if the TIN is a beneficiary / co-beneficiary in the declared IBAN.
– if the applicant has not exceeded one (1) application for himself and his/her spouse and has not exceeded three (3) for protected members.

  • UNDER CLEARANCE: for the applications that are in this state, the IVAN/TIN checks have been completed, and no additional actions are required from the citizen. After the end of the Application Period (July 1, 2022) cross-checks will be performed with the account details provided by the providers, in order to make the settlement and calculate the subsidy amount.
  • TO BE SENT TO THE BANKING INSTITUTION: the refund amount (for payment, via DIAS) will be sent to the selected Financial Institution.
  • TO BE PROCESSED BY BANKING INSTITUTION: the order for the refund amount has been sent to the selected Financial Institution via DIAS and we are waiting for the bank to make the payment.
  • APPROVED: we have received a response from the selected Financial Institution that it has successfully executed the payment. The beneficiary can check his/her account.

What you need to know about Fuel Pass

The online application platform for the Fuel Pass 2, i.e. the new petrol allowance is expected to open the last days of July and will concern the months of July, August and September.

THE payment of the fuel pass is estimated to take place on early August.

Potential beneficiaries reach the 3.1 million owners of passenger cars and motorcycles.

Amounts and options of vehicle owners

Vehicle owners can choose to issue an electronic fuel card and redeem the amount at gas stations, or receive the subsidy in their bank accounts.

Those who choose the smartphone for the issuance of the digital card they will have an additional subsidy of 15 euros which means that the financial support depending on the type of vehicle (car or motorcycle) and the area where the main residence of the beneficiary is located (mainland area or islands) ranges from 60 to 100 euro.

Those who choose to collect the money by deposit in their bank account, they will receive a smaller subsidy ranging from 45 to 80 euros.

Who are the beneficiaries?

In order to receive the financial support, the beneficiaries must meet specific criteria and conditions and know the following:

  1. Beneficiaries: The petrol subsidy covering the months of July, August and September is granted only to natural persons, including self-employed persons who are tax residents of Greece and own a car or motorcycle.
  2. Income criterion: The individual income based on this year’s tax return cannot exceed 30,000 euros. This amount is increased by 3,000 euros for each additional member of the household (spouse/cohabiting partner and dependent children). Thus, for the couple it reaches 33,000 euros, for a couple with one child 36,000 euros, for a couple with two children 39,000 euros, for a couple with three children 43,000 euros and for a couple with 4 children 45,000 euros. Based on income criteria the potential beneficiaries are 3.1 million out of 3.5 million vehicle owners.
  3. The platform: The natural person should declare on the relevant platform on gov.gr, which will open at the end of July, the vehicle for which he receives the aid and on which he must have a certain percentage of co-ownership or a long-term lease contract. Each vehicle can be declared by only one natural person and each natural person can only declare one vehicle. It is a necessary condition that the vehicle is in traffic, that it is insured and that no road tax is due.
  4. The subsidy amounts. For those who choose to use a digital debit card, the amount of the aid is increased by 15 euros, compared to 5 euros that applied under the previous regime. Thus, the total amounts of the subsidy for the next quarter are formed depending on the area of ​​the main residence and the type of vehicle as follows:

* 80 euros for a car owner with a main residence in a continental area using a digital card and 65 euros without a card, with the amount credited to the bank account, compared to 40 that applied in the previous subsidy without a card and 45 euros that applied with a card.

* 100 euros for a car owner with a main residence in an island country using a card and 85 euros in a bank account, compared to 50 euros that applied in the previous subsidy without a card and 55 euros with a card.

* 60 euros for a motorcycle owner and main residence in a mainland area using a card and 45 euros in the bank account, compared to 30 euros before without a card and 35 euros with a card

* 70 euros for a motorcycle owner with a main residence on the islands with a card and 55 euros in the bank account, compared to 35 euros before without a card and 40 euros with a card

The owners diesel cars they will receive a double subsidy, since in addition to the fuel pass, they will continue to receive a 15-minute subsidy at the pump for the next 3 months.

What you need to know about the “Recycle – Switch Device” program

Around July 15 is expected to be announced temporary table of the results of the “Recycle – Switch Device” program.

Beneficiaries whose application was rejected will have the right of objection within 7 days before the final results are announced with the final list of beneficiaries.

It will be sent to the mobile phones of the beneficiaries voucher (cheque), separate for each product.

At the same time, the list of stores participating in the program and the list of refrigerants that the consumer can use if it is an air conditioner change will be posted.

The participants will choose the store where they will redeem their check, the product and the technician who will carry out the process of removing and installing the old air conditioner.

From the date of binding of the beneficiary’s check by the store of his choice, the store is obliged to deliver the device to Anakiklosi SA within within 30 days.

The final redemption date of the vouchers is expected to be 16/09/2022 and the date of delivery of the devices to “ANAKIKLOSI YASKEVON SA” is 30/09/2022.

What you need to know about child benefit

At July 29 it is expected that the beneficiaries will be paid its third installment child benefit from OPECA. The calculation of the dose will be based on last cleared their tax return.

After submitting the current year’s tax return or amending it, the allowance amount is automatically recalculated. In the event that the income of the tax year 2021 is less than that of 2020, the allowance paid may be increased if there is a change in the category of equivalent family income.

However, if the income of 2021 is higher than that of 2020, then if there is a change in the category of equivalent family income, the benefit paid may be reduced and then the required offsets will follow until the difference is paid.
