Pacheco says that the reform of the Income Tax should be until 2022 and defends the PEC of the Precatório

The president of the Senate, Rodrigo Pacheco (PSD-MG), said this Monday (29) that the income tax reform bill should not be considered by the House this year. According to the senator, the tendency is for the text to be voted on only in 2022.

Participating in an event promoted by the Federation of Commerce of Paraná, Pacheco also stated that the maneuver found for the PEC (proposed amendment to the Constitution) of the Precatório is the “possible solution” to guarantee resources for the government’s new social program, Auxílio Brasil . His intention is to vote the text in plenary next Thursday (2).

“The Income Tax bill is being discussed with senator Angelo Coronel in the Economic Affairs Committee, holding its own debate, but it should not be considered this year. It is for next year,” he said.

Approved in September by the Chamber of Deputies, the proposed IR reform was considered by the government as a bet to offset the expenses of the new aid. The text, however, did not advance in the Senate and is considered dead by the senators.

Angelo Coronel (PSD-BA), responsible for the opinion, says that the possibility of approving it this year is remote.

The current version provides, among other changes, to cut the base rate from 15% to 8% of the IRPJ (the government wanted a reduction to 12.5% ​​in 2022 and 10% in 2023), as well as a cut in CSLL by up to 1 percentage point (in most cases it drops to 8%).

Despite defending that there is more time to discuss the reform, Pacheco said that the project for the new Refis, which he authored, needs to be approved “by yesterday”. He informed that the president of the Chamber, Arthur Lira (PP-AL), should guide it this week.

“The tax reform is important, we have a sense of urgency in it, but it can be reflected. The IR project is the same thing. But the refills have to be for yesterday, because it means the life and death of a series of CNPJs in Brazil and we need to have this sense of urgency, which the Senate had, which the Chamber certainly also has, so that we can deliver this to the Brazilian productive sector to save these CNPJs, these companies, so that they can generate what we expect them to it manages: revenue, wealth, debts and, above all, jobs”, he added.

The new Refis was approved by senators in August. The measure divides debts owed by the Federal Government over 12 years and forgives interest and fines of up to 90%.

Pacheco also came out in defense of the PEC dos Precatórios, which must be voted on this Tuesday (30) by the CAE (Economic Affairs Commission). He criticized the Independent Fiscal Institution, linked to the Senate, which has presented studies against the initiative.

“When I see the IFI, which belongs to the Federal Senate, make the criticisms, I respect all of them, but they also have no solution. How do we pay court orders, within the spending ceiling, with fiscal space for Bolsa Família? I want an answer to be convincing in this, because so far I haven’t,” he questioned.

And he added: “this [solução] that is embodied in the PEC is the solution that was found by all the characters involved as the possible solution. Therefore, this solution of the precatoria, approved by the Constitution and Justice committee, I will immediately take to the agenda of the Federal Senate, I believe that on Thursday, after the hearings we will have.”

The PEC became the main solution found by the government to fund the new social program. This Monday, Paulo Valle, secretary of the National Treasury, reaffirmed the position of the economic team that the strategy to face the expenses demanded for Aid Brazil in 2022 continues to be the approval of the proposal.

“We do not work with plan B. We work with the approval of the PEC, we believe in its approval and do not work with any other hypothesis,” he said.

Last week, the government sent a new version of the PEC to the main benches of the Senate, containing six changes in relation to the text approved in the Chamber of Deputies. In one of them, there is a loophole so that the R$ 400 value of Auxílio Brasil becomes permanent and does not need a source of income.
