President Jair Bolsonaro (PL) on Wednesday (10) vetoed the proposal for a special readjustment for the careers of federal, civil and Abin (Brazilian Intelligence Agency) police officers.
By sanctioning the LDO (Lei de Diretrizes Orçamentárias), which provides the basis for the preparation of the 2023 Budget, Bolsonaro rejected the passages that authorized restructuring and salary recomposition of these careers, which are part of the government’s political support base.
The president, however, signed into law the provision that paves the way for a broader readjustment to servers next year.
In April, the government sent the LDO proposal, already providing for a reserve of R$ 11.7 billion for the granting of salary readjustments to the federal civil servants. But without detailing how the money will be used.
In Congress, the bill’s rapporteur, Senator Marcos do Val (Podes-ES), included an excerpt to pave the way for salary readjustments and restructuring of police careers. The public security sector is also part of his support base.
According to the proposal, the 2023 Budget could provide resources to benefit, for example, the Federal Police, Federal Highway Police, criminal police, civil police, Federal District police and Abin.
The measure was approved by the CMO (Budget Joint Committee) and also by the plenary of Congress.
However, the device was vetoed by Bolsonaro. As a result, these careers begin to compete for the amount of R$ 11.7 billion for a broad adjustment of the civil service in 2023.
According to Palácio do Planalto, the special readjustment for these sectors would create ‘unnecessary asymmetry of treatment between the careers of the bodies and entities that make up the federal public administration’.
To please police careers, Bolsonaro even promised a readjustment only to the Federal Police, Federal Highway Police and Depen (Department of Penitentiary) in 2022 – election year.
After the pressure of other careers, the main tendency of the government became to give a 5% readjustment to everyone – with the possibility of an addition to the police officers.
But in June, the president confirmed that there will be no readjustment for servers this year.
