Panel SA: Entities in defense of the Young Apprentice raise pressure against measure to make the program more flexible

Entities that have been meeting for months to defend the young apprentice program against efforts by the Bolsonaro government to make it more flexible have increased pressure in recent days. The provisional measure with the new rules should be voted on this Monday (29).

The measure removes requirements such as the mandatory number of program participants in companies and creates a rule that allows for the maintenance of apprentices already employed for up to twelve months, which can reduce the entry of new young people.

Entities such as Ciee (Center for Company-School Integration) and Sinait (a union that represents labor inspectors) claim that the government is trying to weaken the concept of apprenticeship in Brazil.

By Sinait’s calculations, more than 600,000 places in the program could end in up to three years. Humberto Casagrande, president of Ciee, says that groups opposed to the issue are negotiating with deputies to overturn the provisional measure.

“These people who are against apprentices cannot repeal the law all at once. So, they use guerrilla techniques that kill vacancies”, says Casagrande.

There was an agreement between the president of the House, Arthur Lira (PP-AL), and the deputy and MP rapporteur, Celina Leão (PP-DF), to remove all articles that dealt with the condition of young people, however, last week , the government leader, Ricardo Barros (PP-PR), overturned the agreement and asked for a full vote on the text.
