The government started to allow parliamentary amendments to be used to reduce the value of the entry paid by low-income people in the financing of Casa Verde and Amarela.
Amendments are the instruments used by deputies and senators to send federal funds for works and projects in their electoral bases. With this, they manage to increase political capital.
The mechanism for amendments to make financing for the housing program cheaper was created through an ordinance of the Ministry of Regional Development, published this Thursday (8), and reported by the newspaper O Globo.
The benefit may be granted to the program’s ranges that serve lower-income families. This is the case of groups 1 and 2 of Casa Verde and Amarela, which comprise the public with a gross monthly family income of up to R$4,400.
The use of amendments in Casa Verde and Amarela still depends on regulations from Caixa Econômica Federal and city halls.
But the act of the Ministry of Regional Development already represents an advance in this modality of financing the housing program.
Last year, there were BRL 27 million in amendments to popular housing projects, but this resource was not released.
Now, the government says that there is already R$ 9.16 million, indicated by parliamentarians from Amapá, in an advanced stage to be used in the state.
According to the established rules, it will only be possible to allocate individual and bench amendments to the housing program.
Today, there are four types of amendments: individual amendments (which every deputy and senator are entitled to), bench amendments (parliamentary members from each state define priorities for the region), committee amendments (defined by members of congressional collegiate bodies) and the rapporteur (which are distributed by political criteria and allow the most influential congressmen to supply their constituencies).
Therefore, the mechanism to boost the housing program cannot be used by the rapporteur’s amendments, which currently represent R$ 16.5 billion – almost the same value as the individual and bench amendments, together.
The Casa Verde Amarela program was launched by President Jair Bolsonaro (PL) in 2020 to replace Minha Casa, Minha Vida – a brand associated with PT governments. The objective is to expand the access of the poorest population to their own home.
Its budget this year was R$ 1.2 billion – the smallest in history. From 2009 to 2018, the average allocated to the predecessor of the housing program (Minha Casa, Minha Vida) was close to R$12 billion per year.
With the new rules for the use of parliamentary amendments in the financing of popular housing, the government hopes to expand the budget for the program and, thus, the population’s access to the housing initiative.
The deputies and senators who sponsor the amendment will be able to choose the municipalities to receive the money, which will deduct part of the value of the entry of the financing of the local population.
According to the Ministry of Regional Development, city halls will be responsible for the criteria for choosing the families benefiting from the discount on the entrance fee.
It will also be up to the city hall to indicate to which enterprise the resources will be sent. There is a period of two years for the money to be used. After this period, the remaining amount will be returned to the National Treasury.
Interest in the case of real estate credit through the program and with resources from the FGTS (Fundo de Garantia do Tempo de Serviço) varies according to the income range and location of the property.
The installments paid by the families have a discount as a FGTS subsidy. According to the rules of the new mechanism, a family can benefit from the reduction in the down payment (with funds from the amendments) and also maintain the discount via FGTS.
With that, according to the ministry, the financing conditions in the Casa Verde and Amarela program are “significantly facilitated”.
