The second supplementary budget for 2022 was submitted to the Parliament, which is included in the bill of the Ministry of Finance on the “Corporate governance of Public Limited Companies and other subsidiaries of the Hellenic Holdings and Property Company, management of public participations in public limited companies and arrangements for the Hellenic Holdings and Property Company, assessment of the solvency and creditworthiness of natural and legal persons vis-à-vis the State and establishment of an Independent Credit Assessment Authority, establishment and operation of a Central Credit Registry…”

As stated in the provisions of the bill, appropriations are increased by 2.5 billion euros, to address the extremely urgent and emergency needs that have arisen due to the energy crisis and the consequent increase in the prices of goods and services, as a result of recent adverse geopolitical developments. In particular, these measures include, among others, financial aids and subsidies for fuel and electricity, grants for the replacement of energy-intensive electrical appliances, as well as support for vulnerable social groups and businesses.

For the submission of the supplementary budget, the Hellenic Fiscal Council issued on September 9, 2022 a positive opinion on the total increase in the appropriations of the regular budget by the amount of 2,500,000,000 euros and the budget of public investments by the amount of four hundred 400,000,000 euros. It is recalled that the support package for citizens and businesses against the energy crisis was financially strengthened last spring with an additional 1.7 billion euros.
