São Paulo cancels IPVA collection of 228 thousand vehicles of disabled drivers; see how to consult

The São Paulo State Department of Finance and Planning withdrew the IPVA (Tax on Ownership of Motor Vehicles) collection from 228,337 vehicles owned by drivers who are PCD (people with disabilities).

Owners who were already exempt in 2020 and 2021 are still under the obligation to pay the tribute, as long as there has not been a transfer of the vehicle. These are people who, with the approval of state law 17.293/20, had ceased to fit the criteria for exemption. The collection of IPVA, which was suspended, was definitively cancelled.

Those who paid the IPVA installments at the beginning of the year, before the suspension, can get the money back at Banco do Brasil. The amounts are available from the 31st of August and can be withdrawn in up to two years. It is necessary to present the RG of the owner and the CRLV (Certificate of Vehicle Registration and Licensing) of the vehicle.

About 27,800 owners will have to pay the difference between the exemption and the value of the vehicle. According to the Treasury, the market value for the year 2022 is between R$ 70 thousand and R$ 100 thousand. Vehicles with a market value of more than R$ 100 thousand are not entitled to the exemption.

If there is a balance to be paid, the owner can pay it off without penalty or interest until November 30 at authorized banks or lottery outlets. You must present the vehicle’s Renavan number, which can be found on the CRLV.

Applications for exemption from IPVA made this year by people with disabilities for vehicles that had their exemption validated will be automatically recognized, without the need for expertise. The exemption for IPVA 2022 will be maintained for IPVA 2023, as long as there is no change in vehicle ownership.

Owners without an exemption in 2020 or 2021, but who believe they are within the rules for granting the benefit, must apply for an exemption by November 30. Until that same date, they must also schedule the expertise to obtain the expert report regulated by Imesc (Institute of Social Medicine and Criminology of São Paulo).

To guarantee entitlement to the benefit, the medical report will need to be signed by two experts: a doctor and a specialist such as a physical therapist, social worker or psychologist, for example. If you meet the requirements, the driver will be automatically exempted.

Before requesting the exemption, it is necessary to consult the vehicle’s situation on the Farm’s website, in Cidadão, in the second item on the right, where it reads IPVA. In the consultation, which is carried out with the vehicle’s license plate, the driver receives information if his IPVA 2022 exemption is granted, suspended or nothing appears.
