Elected senator Wellington Dias (PT-PI) stated that the elected government will suggest to Congress the readjustment of the minimum wage to around R$ 1,320 in 2023, which represents an index of 1.4% above the amount contained in the proposal. budget.

The amount that must be presented in the transition PEC was anticipated by the Sheet on Friday (4). A real readjustment of the minimum wage was one of the main campaign promises of Luiz Inácio Lula da Silva (PT).

Today, the budget proposal for next year, prepared by the management of Jair Bolsonaro (PL), provides for a readjustment of 7.41%, from the current BRL 1,212 to BRL 1,302.

In an interview with SheetDias said that the new rule should consider the average growth of GDP (Gross Domestic Product) of the last five years.

“As we had negative GDP in recent years, the proposal to be submitted to Vice President Geraldo Alckmin (PSB), coordinator of the transition, and through him to President Lula, is an index of about 1.4% above the value proposed in the LOA (Annual Budget Law) for 2023 and, as of 2024, follows the rule of average GDP over the last 5 years”, said the senator-elect.

The proposal to use the five-year average of GDP as a reference, he adds, serves to avoid sudden fluctuations up or down in the minimum value.

“In this case, if approved, the minimum wage should be, in 2023, around R$ 1,320”, said the senator-elect.

According to him, this value will boost production and the population’s purchasing power.

The expense to cover the difference of R$ 17 in the minimum wage expected for 2023 would be approximately R$ 6.4 billion. This amount must be included in the bill of the PEC (Proposed Amendment to the Constitution) of the transition, in negotiation with Congress.

The senator-elect spoke this Saturday (5th) by telephone with the president of the Senate, Rodrigo Pacheco (PSD-MG), and with some of the main leaders of the Congress. The idea is for the PEC to be submitted to Lula and Alckmin for analysis by Monday (7th) and then delivered to Congress on Tuesday (8th).

The tendency is for the PEC to begin processing through the Senate. Pacheco should influence the decision on who will be the rapporteur, who should not be from the PT.

The change in the Constitution is considered the safest way by the elected government team to allow extra expenses without running into fiscal rules, especially the spending ceiling – which limits the growth of expenses to the variation of inflation.

Other ideas, such as the use of an interim measure, are also under consideration, but are considered less likely.

The higher readjustment of the minimum wage is a way of resolving a political impasse. The minimum also serves as the basis for the payment of social security, assistance and labor benefits.

Lula promised several times during the campaign to resume the policy of valuing the minimum wage.

With the presentation of the PEC and the need to approve it later this year, the president of the Chamber, Arthur Lira (PP-AL), increased the bargaining power with the newly elected government.

The PEC vote until mid-December is considered fundamental for the first year of Lula’s administration — and Lira has a strong influence on the pace of analysis of the proposal.
