The coordinator of political articulation of the transitional government, deputy Gleisi Hoffmann (PT-RN), stated that there is a “small problem” in relation to the period in which expenses with the Bolsa Família program will be outside the ceiling of expenses and therefore it has not yet been there is no definition on the date on which the PEC (Proposed Amendment to the Constitution) will be presented in the National Congress.
Initially, it was expected that the proposal would be presented this Wednesday (23).
“We still have a little problem in relation to the validity period of the PEC. How long would it be extended, I think that today this is the biggest noise that we have in the National Congress. But I am sure that the National Congress will have sensitivity, a house who is from politics, is representative of the people, will have a solution that is more lasting, so that we have predictability in the sense of implementing a policy that is as important as Bolsa Família is, and other social policies that we have”, said Gleisi .
The political council of the transition had a meeting this Wednesday morning (23), with the presence of elected vice-president Geraldo Alckmin (PSB). Representatives of 14 parties participated. The transitional government then presented the allies with the proposal that it intends to forward to the National Congress.
The future government is betting on the approval of the so-called Transition PEC to pay the amount of R$ 600 to beneficiaries of the Bolsa Família program. The proposal envisages leaving R$ 175 billion outside the spending ceiling for the payment of the social program, in addition to another R$ 23 billion for investments.
The team of president-elect Luiz Inácio Lula da Silva initially defended the hypothesis that expenses with Bolsa Família would remain outside the ceiling of expenses permanently, but now it is already working with the hypothesis that this period is four years.
Even so, however, there is resistance and this was expressed to Vice President Geraldo Alckmin during the political council meeting.
“In values, there is no divergence. Everyone agrees that the entire Bolsa Família program has to be exceptional, to have fiscal space. assesses that it can be for 4 years, there are people who assess that 4 years is too much, it would have to be shorter”, said Gleisi.
The transition team, on the other hand, rules out that this model is valid for just one year.
“If it’s going to be a year, it almost doesn’t justify the legislative path. There are other instruments. But we want and are making an effort, so that the policy resolves this. That’s why we’ll have more time to talk. And how will processing of the PEC does not depend on it being filed today, starting the processing today, it will only start next week, I think we have this deadline of 24 hours, 48 hours to present it”, he added.
Some allies thus present a proposal that program expenditures outside the expenditure ceiling are valid for two years.
Senator-elect Wellington Dias (PT-PI), responsible for negotiating the PEC with Congress, said at the end of the meeting that there are still chances that the proposal will be presented this Wednesday. However, it depends on an agreement with leaders of the House and Senate, in a meeting that should be held this Wednesday afternoon.

Questioned about what progressed in recent negotiations, Dias said that “it left an indefinite period for four [anos”.
Também presente à reunião, o líder do MDB na Câmara, Isnaldo Bulhões Jr. (MDB-AL) criticou a falta de articulação política em torno da medida.
“A ordem natural era analisar os aliados para discutir qual instrumento a usar, mesmo não sendo PEC. Assim não foi feito”, afirmou após a reunião.
“Corre risco de começar governo com derrota? Não acho que corre risco de iniciar o governo com uma derrota. No processo legislativo tem que se buscar uma forma de união, conversar com partidos, lideranças, fazer um desenho político dentro do congresso Nacional, quem são os aliados de primeira hora, com quem precisa conversar, as figuras fundamentais”, afirmou.
