Panel SA: Suspension of lottery auctions will leave Tarcísio with R$ 1 billion less in cash

Governor-elect Tarcísio de Freitas (Republicans) had almost R$ 1 billion in cash at the beginning of his term, but the TCE (State Court of Auditors) maintained, this Wednesday (7), the suspension of competition for lotteries from Sao Paulo.

With the decision, the imbroglio should only be discussed again next year.

According to the TCE, there was a request for reconsideration by the Budget and Management Secretariat, but the full court denied it.

The auction had already been suspended in March of this year. A representation made to the TCE-SP (Court of Accounts of the State of São Paulo) by the companies Hebara Distribuidora de Produtos Lotéricos, Madrona Advogados, Intralot and IGT and Scientific Games against the bidding notice alleged lack of wide disclosure, including international, short deadline , modeling failures, among other justifications.

After undergoing a reformulation, the notice tripled the minimum grant – which became R$ 906 million. The estimated value of the contract, however, was reduced from R$1.04 billion to R$935 million.

A new auction was scheduled for December 1, but two of the companies appealed again. They complained about the changes in the values ​​of the grant and the contract, in addition to pointing out the lack of holding a public hearing, modeling failure, among other justifications for the stoppage.

Behind the scenes, the assessment of members of the court is that companies are only interested in barring competition.

Sought after by the Panel SA, the Secretariat for Budget and Management informed “that it presented all the clarifications requested and awaits guidance from the TCE-SP on how to proceed with respect to the bidding”. He also said that the objective of the auction is to select the most advantageous proposal, based on the criterion of the highest fixed grant value.
