Mônica Bergamo: Correios suspend booklet that said that the ‘seductive gaze’ of a boss at a party was not harassment

by

Correios decided to suspend the publication of an internal booklet that dealt with preventing and coping with violence at work and brought, among other points, controversial guidelines on what would or would not characterize sexual harassment in the corporate environment.

“Flirting”, “flirting”, “courtesy” and “sexual proposal made without insistence and without threat or pressure” were among the alleged attitudes that did not characterize harassment.

“Inconvenient conduct at a work party, where a colleague or boss, after a few more drinks, makes double-meaning comments and throws seductive looks”, the booklet also listed, citing actions that supposedly did not constitute harassment. “Unless there is some concrete threat and it is put into practice later”, he pondered.

Sought by the column, the public company claims that the material was prepared by the previous management – that is, under Jair Bolsonaro (PL) – and was based on external bibliographies.

“The state-owned company suspended the publication of the document and is revisiting the sources consulted to assess the need for adjustments”, say the Correios, in a note.

Dated October 2022, the booklet has the approval of the Department of Organizational Relations and the Management of Labor Relations of Correios. Its content was made available internally to state-owned employees.

Earlier this month, its content was denounced by the Union of Postal and Telegraph Workers of Rio Grande do Sul, which classified the material as “bad” and “an aggression against all women and men who fight daily against violence and harassment”. .

The content of the booklet was also rejected by entities that work in defense of women’s rights, such as Me Too Brasil. “The regrettable message sent to employees continues to reproduce a sexist logic of the rape culture that makes women obligatorily submissive to acts that are clearly framed as sexual harassment in the workplace,” said the organization.
