Bolsonaro vetoes extension of contest held before pandemic

President Jair Bolsonaro (PL) on Wednesday (5) vetoed the bill that would extend the validity of public tenders approved until March 20, 2020, due to the coronavirus pandemic.

The proposal said that the deadline would be suspended until the end of the public calamity decree, which took place on December 31, 2021.

This deadline is the time that the government has to convene those approved. The Constitution states that it will be for two years, renewable for another two.

The Chief Executive vetoed the measure at the request of the Attorney General’s Office, which claimed loss of purpose.

According to the ministry, as the proposal is linked to the calamity decree, which has already expired, it could imply the application of retroactive effects.

Which, for AGU, would cause legal uncertainty.

Published in this Thursday’s Official Gazette, the president’s veto will still be analyzed by Congress when the Legislature returns to work in February. Lawmakers can overthrow him.

During the Bolsonaro government, only one contest was held, for the Federal Police and Federal Highways, with 3,000 vacancies. Held last year, the event was announced during the administration of the then Minister of Justice, André Mendonça.

Police officers are considered part of the president’s base of supporters. At the end of last year, Bolsonaro made a new gesture to them, guaranteeing readjustment to these categories.

Federal police officers and federal highway officers were also the only ones, during this administration, to receive a salary increase.

Representatives of federal civil servants complain that the majority has a salary lagged by 27.2%, as there has been no readjustment since 2017.

The government’s announcement led to a stampede in the Federal Revenue, and a threat of strike by other categories of the federal executive.
