The bill of the Ministry of Digital Governance aims at faster transfers of real estate, but also at zeroing the pending cases in 4-6 months from its passing according to which the extension of the possibility of final signature to the deputy heads, the heads of the organization’s legal service and P.E. employees. Law, with supra-local competence, which is also given to supervisors, as well as the extension of certification to Technical Education Engineers (according to TEE) to increase controls. At the same time, a new platform for legal control of registered deeds is established (article 18), which now becomes mandatory.

The aim of these measures is to offer even greater flexibility and speed to the processespecially with regard to electronic transactions and in conjunction with the Land Registry’s programmatic agreements with bar associations and the pool of 1,000 plus lawyers starting referrals within November, to multiply the possibility of registering deeds nationwide.

In the meantime, with the new law, the necessary reduction in bureaucracy is progressing with the abolition of the TAP debt-free certificate in the purchase and sale of property, and instead of annexation, the Hellenic Land Registry undertakes to notify each municipality of the area of ​​the property in each change of ownership within its boundaries. Subsequently the municipalities can confirm the fee and that it is collected through AADE, while the obligation to submit multiple excerpts of a cadastral diagram (AKD) for the same property is also abolished.

Regarding the problem of lack of efficiency incentives, the following changes are introduced:

* Merit criteria are introduced, such as the establishment of a target achievement bonus for each Land Officewhile clarifying and expanding the replacement of supervisors.

* Absolutely measurable targets are set in real estate transfers, the processing of other registrable transactions, Land Registry, new digital services.

* Bonus expenses will come exclusively from the Agency’s income which is self-financing, without burdening the Budget.

On 30/11/2024 the expiry of the general deadline for land registration. There will be a new interactive map of individual land registration, simplification of the declaration and transfer procedures for State and Municipal properties, but also the possibility of correcting inaccurate records for bona fide owners of 35 areas.
