In a public consultation, the Minister of Environment and Energy, Thodoros Skylakakis and Deputy Minister Alexandra Sdoukou presented a draft Ministerial Decision, on the issue of the installation of power stations by self-producers and Energy Communities, which changes the compensation and market participation regime for households and businesses.

With net-billing, the consumer/self-producer will be compensated for excess energy at the market price, as negotiated on the energy exchange. For residential self-consumers with power systems up to 10.8 kW, this amount will be passed directly as a discount on the electricity bill.

“Through net-billing, the leadership of the Ministry of Environment and Energy further strengthens self-consumption and the utilization of cheap energy from Renewable Energy Sources (RES) by citizens and businesses.

With the introduction of the net-billing scheme in self-production, any distortions that existed with the previous models that were applied are corrected, as the synchronization of energy production with consumption now reflects the real cost of energy that is offset without creating deficits in the market” , emphasizes the Ministry of Foreign Affairs.

It is also pointed out that since the prices of the energy market in the afternoon hours are higher, the application of net-billing gives a strong incentive for the installation of storage (batteries), maximizing the financial benefit. In addition, storage will help the same electrical system to absorb more RES, freeing up valuable electrical space.

The draft amendment of the Ministerial Decision defines the terms and conditions for the development of generating stations, with: a) simultaneous netting, b) virtual simultaneous netting and c) collective self-consumption.

The photovoltaic system can be installed either in the same place as the consumption (net billing), or anywhere else in the network (virtual net billing).

In addition, it is determined how the self-consumers will act together, participate in the activities and share the generated energy.
