Stampede at the Federal Revenue may be related to Income Tax and eSocial, says union

The departure of the employees of the Federal Revenue, who surrendered their leadership positions in December due to cuts in the body’s budget, and the goal zero operation, which is being carried out by workers still in activity, may have been responsible for failures. in the federal government systems this Monday (7).

At least two of the services offered to users through the Revenue —downloading the Income Tax 2022 program and generating the eSocial guide to pay domestic employer taxes—did not work throughout the day.

The first site to fail, at around 8:30 am, was Meu Imposto de Renda, which is on the Revenue website (receita.economiga.gov.br). Taxpayers who tried to download the IR program could not. A failure message appeared. The same happened with the Meu Imposto de Renda app. Until the conclusion of this text, it was still not possible to download the program from the Federal Revenue.

Only those who accessed the system a little earlier, between 8:00 am and 8:30 am, were able to download the program, but there were slowdowns and the download took up to an hour to complete.

In the case of eSocial, used to generate the tax payment guide referring to the hiring of the domestic employee, the failure causes the employer to be unable to access the barcode document. The salary values ​​appeared as zero, without it being possible to generate the guide on the last day of the deadline to make the payment of the February accrual.

For the civil servants’ unions, the delivery of 1,500 positions of trust in December and the zero target operation that has been carried out since then due to cuts in the IRS budget interfere with the provision of services to the population.

“The Revenue has a complex operation and many interconnected systems. To the extent that there is zero target operation, no delivery of new innovation projects, delivery of 1,500 commission positions [nas chefias] and other mobilization measures, obviously the workflow is compromised and reflexes like these appear”, says Mauro Silva, president of Unafisco Nacional (National Association of Tax Auditors of the Federal Revenue Service of Brazil).

Revenue budget cut in half

In a note, Sindifisco (National Union of Tax Auditors of the Federal Revenue of Brazil) also attributes the failures in the Federal Revenue systems to the lack of servers and the cut in the Revenue’s budget. In December, the federal government took money from the agency and set aside the amount to give the police officers a raise.

Anderson Akahoshi Novaes, president of the Council of Union Delegates of Sindifisco Nacional, says that the commitment to deliver the IRPF was already expected and that this had been warned by tax auditors since December. He claims that half of the budget cuts were specifically in the IRS area of ​​information technology.

“We have been alerting the Ministry of Economy since December. Now, we have the concreteness of it. It seems that Paulo Guedes believes that the collection in our country is spontaneous. Or perhaps the objective is to disrupt the collection machine in the middle of an election year”, he says.

Sought, the Revenue informed, in a note, that in the case of the Income Tax there was a high demand for the program, which affected the system. As for eSocial, there was no response from the agency. The Ministry of Labor and Welfare took a position, confirming instability in eSocial and asking employers to make new access.

“Due to the high number of hits in the first moments of this morning, the download of the program is showing instability. This situation is already being dealt with and it is recommended that you wait and try again later”, says the IRS about the Income Tax program. Income.

The Ministry of Labor and Welfare sent a note on eSocial, saying that the failure was punctual. “The technical area reported that, in the morning, the system registered instabilities. All of them have already been resolved since early afternoon. We suggest that employers try again”, says the agency. However, readers were still unable to gain access.

Deadline to declare income tax will be shorter this year

The delivery of the income tax declaration has already started with delay, with the release of the program and sending only from 8 am on this Monday (7). In general, the submission started on March 1st and the program was made available in advance. The deadline ends at 23:59 on April 29 and the failures that are occurring can harm taxpayers. Those who are obliged to declare and delay pays a minimum fine of R$ 165.74, which can reach 20% of the tax due.

The stoppage of the Federal Revenue Service’s servers at the end of last year, the delivery of positions of trust and the standard operation in the body were confirmed by Juliano Neves, undersecretary of corporate management, as reasons for the delay of this year’s IR campaign.

According to him, in addition to the novelties in this year’s IR, which involves the release of the pre-filled declaration for 10 million taxpayers, the movement of auditors and analysts influenced the definition of the deadline in 2022.

“We have had a claim from tax auditors and tax analysts since the last week of 2021 and this really affected our schedule, which is why it was not possible to launch it. [o programa] on the usual day, March 1st,” he said, in an interview on February 24th.

This year, 34.1 million declarations are expected. The taxpayer who received taxable income of more than BRL 28,559.70 in 2021, which includes salary, retirement and pension, for example, is obliged to render accounts.

Anyone who had transactions on the Stock Exchange, moved to the country in 2021 and was here on December 31, or made a profit from the sale of goods and rights in the year, also enters the mandatory list. There are also other rules that require accountability to the tax authorities.
