December 31, 2024 is the deadline for registering Airbnbs in the AADE Register and obtaining a Property Registry Number – Which areas does it affect
Significant changes are expected in its market short term rentalwith landlords on alert to adapt to the final arrangements to be voted on in the tax bill, which is under consultation. Their purpose is to do the right thing for their benefit and of course to meet the deadlines that will be determined in the final text that will become the law of the state.
The market expects some improvements from the Ministry of Financewhich is not excluded from Syntagma Square, regarding End of Endurance and incentives to increase housing supply. This can be done either by converting short-term leases to long-term ones, or by opening closed apartments.
However, no significant changes are expected regarding the suspension for one year of the entry of new properties in saturated areas in Athens. Landlords wishing to list their properties on the short-term rental market should hurry, as the deadline to list them on the AADE register and the acquisition of a Property Registry Number (AMA) expires on December 31, 2024.
Especially for areas like the Cuckoothe Expirationthe Pagrati and the Petrolonathis date is decisive. From the January 1, 2025restrictions on short-term rentals will apply and properties will not be allowed to be registered on the Short-Term Property Registry for at least one year. Landlords wishing to lease their properties in 2025 must complete the process by the end of 2024.
From the New Year of 2025 and for one year, the Real Estate Registry will not accept new real estate registrations in the following Municipal Areas of the Municipality of Athens:
- 1st Municipal District: Plaka, Kolonaki, Koukaki, Syntagma, Omonia, Monastiraki, Exarchia, Ilisia, Neapoli
- 2nd Municipal District: Mets, Neos Kosmos, Agios Artemios, Pagrati
- 3rd Municipal District: Botanikos, Metaxourgeio, Gazi, Petralona, ​​Roof
These restrictions may be extended until December 31, 2026, by joint decision of Ministers of National Economy and Finance, Development and Tourism.
In addition, failure to register at Registry of Short-Term Accommodation Properties and illegal leasing without the AMA will result in severe penalties. Specifically, an administrative fine will be imposed equal to 50% of the income from the short-term rental of the property, with a minimum amount of 20,000 euros. If a new violation is detected within the same tax year, the fine can reach up to the amount of rents collected, with a minimum limit of 40,000 euros.
AADE has already started the adaptation of the electronic platform and is expected to carry out strict controls for the cases of owners and managers who will not comply with the prescribed procedures. It is estimated that in the summer of 2024, over 12,500 short-term rental properties were operating in central Athens, with the commercial triangle (Plaka, Monastiraki, Acropolis) hosting 2,440 properties, Koukaki 1,164, Neo Kosmos 992 and Exarchia 918.
The process of obtaining the AMA is electronic and can be done by the owner through his personal TAXISnet codes. Among other things, the Property Identification Number (A.T.AK.) and the square meters of the property are required, if it is a partial lease.
The property manager who wishes to carry out short-term leases is obliged to:
- To have obtained a Property Registry Number (RMA)
- To post the AMA on the digital platforms of the sharing economy, as well as on any means of promotion
- To submit the Short-Term Residence Declaration by the 20th of the following month from the day of the tenant’s departure
Finally, under the tax bill, the Climate Resilience Fee (formerly the Lodging Fee) for Airbnb-style properties is increasing:
- From 1.50 euros to 8 euros per day during April – October
- From 0.50 euros to 2 euros per day during November – March
- If it is a detached house over 80 m2, the durability fee will be 15 euros from April – October and 4 euros from November – March.
This increase has caused strong reactions from citizens and agencies, who express concerns about its effects on landlords and rental prices.
