Flávia Arruda says the government cannot rule out new measures to contain fuel prices

by

The Minister of the Secretariat of Government, Flávia Arruda (PL), said this Saturday (12) that the government cannot rule out the adoption of other measures to contain the price of fuel, in addition to the law that changes the collection of ICMS (Tax on Circulation of Goods and Services) on fuels and zero PIS/Cofins rates on diesel and gas by the end of 2022.

The bill was sanctioned by President Jair Bolsonaro (PL) on Friday night (11).

According to the minister of political articulation, it is not possible to have predictability and what “guides” is how long the war in Ukraine will last.

Such as sheet showed, a wing of the government still defends the adoption of a quick solution to avoid that the mega-increase in the price of fuels announced by Petrobras this Thursday (10th) is passed on to the consumer. The main thesis is the adoption of a subsidy for diesel, with immediate effect, to allow the government to pay for part of the amounts charged at the pumps.

“The measure of this moment is this [aprovação do PLP]. We know that it is not ideal, because there was still an adjustment and the price of fuel still continues, but we have to remember that we are living a moment of war”, said the minister, when asked about the possibility of a diesel subsidy program with immediate effect, to allow the government to pay a part of the amounts charged at the pumps.

“I don’t think we can have any predictability at the moment, talking like this: tomorrow’s deadline, the day after. Without knowing how long this period of war still lives. We can’t rule out the possibility of some important measure, with fiscal responsibility and all “, he added.

Flávia’s statement came when she arrived at the PL’s headquarters this Saturday morning, where she participates in the effort to join federal deputies to the party, with the presence of President Jair Bolsonaro (PL). With the party window, which runs until April 1, about 25 new deputies are expected in the legend.

The hypothesis of creating a subsidy program is rejected by the team of Minister Paulo Guedes (Economy). However, they already admit that, if the conflict persists, this would even be a “natural path”. There is an assessment that, in this situation, it would not be necessary to declare a calamity, as long as there is legal comfort for issuing an extraordinary credit — which is beyond the reach of tax rules such as the spending ceiling.

Another measure raised in the last week by President Jair Bolsonaro himself was the change in Petrobras’ pricing policy. Asked about this possibility, the minister of the Secretariat of Government denied it.

“No, the measure that had to be taken was the approval of this PLP. And now that it has been sanctioned, its effect will be immediate and we await the next steps there”, he said.

She also said that the relationship between Petrobras president General Silva e Luna and Bolsonaro “is always good”, denying reports of alleged noise between the two due to this week’s mega-adjustment.

The text sanctioned by Bolsonaro was approved by both deputies and senators in the early hours of this Friday, after Petrobras announced a mega-increase in gasoline and diesel prices. The state-owned company had to readjust values, after the war in Ukraine put pressure on the dollar and the international price of oil.
