Payment of the 13th of the INSS starts on April 25; see calendar

The INSS (National Social Security Institute) policyholders entitled to the 13th salary will receive, as of April 25, the first installment of the Christmas bonus, according to information from the president of the INSS, José Carlos Oliveira.

The anticipation of the benefit, as occurred in 2020 and 2021, was released by President Jair Bolsonaro (PL) on Thursday afternoon (17), the year in which Bolsonaro is expected to seek re-election.

The second installment will be paid in May, according to the usual schedule for releasing social security benefits. Those who receive retirement, pension and aid are entitled to the 13th. Insured persons who earn BPC (Continuous Benefit Benefit) and lifetime monthly income are excluded from the payment.

The money always falls into the insured’s account in the month in which it is being paid. In April, the release starts on the 25th, according to the final number of the benefit, without the digit. The first to receive it are the beneficiaries who earn a minimum wage (R$ 1,212 this year).

Then, in the first days of the following month, the release of amounts begins for those who earn above the minimum up to the INSS ceiling, of R$ 7,087.22 in 2022. Payment dates for this public range from May 2 to 6.

The second installment, to be released in May, will begin to be paid by the institute also on the 25th. First, those insured with the right to the minimum wage receive and then, in the first days of June, those who earn amounts above the social security floor. The payout date for policyholders earning the most is from June 1st to June 7th.

The insured can see the payment schedule on Meu INSS, either through the website or application. Just access using the gov.br CPF and password. On the home page, go to “For you” and click on “See more”, at the bottom of the screen, on the right. Then go to “Payment schedule”. You can download the PDF and save it to your computer or phone.

The first installment of the 13th is equivalent to exactly half of the monthly benefit amount for those insured who were already retired in January of this year. The second has Income Tax discounts, for those who are obliged to pay. Whoever starts to receive the benefit then earns the amounts proportionally.

With the package, the government’s expectation is to inject R$ 56 billion into the economy in the first half, only with the release of the 13th of retirees. In all, more than 30 million beneficiaries should receive the installments.

In 2020 and 2021, the advance of the Christmas bonus was made because of the coronavirus pandemic. Anticipation has always been a claim by retirees, which has meant that, since 2006, the release of the first has taken place in the first semester, always by means of a presidential decree.

In 2019, however, the law that regulated the pension reform guaranteed the anticipation of the first installment of the benefit in June without any need for a decree. The second, however, will continue to be paid in the second half of the year, together with the November benefit.

Last year, the 13th was paid to 30.7 million beneficiaries, injecting R$ 23.7 billion into the economy in each payment batch.

Retirees want 14th salary

Although they believe it is necessary to receive the 13th of the INSS in advance, the representatives of the retirees say that the policy has not been so advantageous for INSS beneficiaries. This is because, at the end of the year, when the Christmas and New Year holidays arrive, policyholders are out of money.

“Whatever comes first for us is great, because what you’re going to buy now you won’t buy at the end of the year, but the government needs to recognize that we are the only ones who didn’t have any benefit in the pandemic and release us the 14th”, says João Inocentini, president of Sindnapi (National Union of Retirees from Força Sindical).

Inocentini refers to bill 4,367/2020, which has already been approved in the Senate and is being processed in the Chamber of Deputies, but which has stalled voting. In November 2021, the measure passed the Finance Committee.
