Estimated net wage in public sector is 14.6% lower than the private sector
Public fees are significantly lower than the private sector and the wage gap in favor of the private sector has been expanded between 2022 and 2023 due to the increase in minimum wages in the private sector.
This is evident from the third current analysis for 2025 of the Center for Planning and Economic Research (KEPE) entitled “Gap of remuneration and a wage surplus of private and public sectors”.
As stated in the summary: ‘The term wage gap refers to the difference in the remuneration of two identical workers who only distinguish them is that they are employed in different areas. The purpose of the analysis is to investigate the wage divide between public and private sector in Greece during the years 2022 and 2023 with the application of two widely accepted methodologies. The estimation shows that public fees are significantly lower than the private sector.
In particular, according to the first estimation methodology (MINCER 1974), the estimated net wage in the public sector is 14.6% lower than the private sector, while according to the second estimation methodology (Oaxaca 1973 and Blinder 1973), the estimated hourly earnings of the public employees. Both methodologies show that the wage gap in favor of the private sector was expanded between 2022 and 2023 due to the increase in minimum wages in the private sector“
