The decree calls on scholars who draw up the planning plans to recognize only the part of their section that had been created until the 1983. This means that in order to expand a settlement, a need must be substantiated on the basis of its population growth “and not the demand for tourism exploitation, which is of course extremely difficult.

According to Everydaythe decree, which relates to the criteria and procedures for the demarcation of the settlements of less than 2,000 inhabitants and the determination of land construction and uses of land, was promoted a year ago by the Ministry of the Environment, on the occasion of the large planning program throughout the country. As expected, the Ministry of the Environment initially attempted to use the opportunity to “legitimize” various situations that had been created in the past decades, notably the overflow of settlements through various dubious quality operations.

But several of these acts had been deemed unconstitutional by the Council of State (Definition by Prefect decisions in the early 1980s), because they essentially landed huge areas around the existing settlements.

The key to setting the boundaries is in 1983, as the evolution of a settlement is recognized until that year. Houses built in terms of construction in the settlement, but eventually stay out of the new framework, will not be declared arbitrary, but the empty plots will not be able to be built on the same favorable conditions of construction, but with those of the off -plan building. The new Presidential Decree will serve as a guide for those for scholars who prepare the planning plans throughout Greece.
