Government issues MP to facilitate removal of trucks over 30 years old

The Jair Bolsonaro government (PL) launched this Friday (1) an MP (Provisional Measure) aimed at facilitating the removal of trucks and other heavy cargo vehicles over the age of 30.

In a statement, Planalto stated that around 26% of trucks in the country are now over 30 years old, considered the limit of the useful life of these vehicles. In total, there are 3.5 million trucks in circulation in Brazil, according to the government.

The so-called Program to Increase Productivity of the Highway Fleet in the Country (Renovar), created by the MP, aims to promote the scrapping of heavy vehicles that do not meet minimum operating conditions.

The MP needs to be voted on by the National Congress to become law.

According to the Ministry of Economy, the program will promote the repurchase of the truck to be sent for dismantling, at market price. The resources used will be from companies contracted for oil and natural gas exploration.

The mechanisms for voluntary adhesion to the program will still be defined in an ordinance to be published, according to the Ministry of Economy.

“The federal government will allocate, through its actions, resources for the repurchase of trucks at the end of their useful life. On the other hand, the private sector will be able to offer products and services in a complementary way to public benefits (cooperative credit, extended warranty, , insurance, consortia, etc.) that can be used by the program’s beneficiaries in the acquisition of new vehicles”, said the ministry, in a note.

The Economy claims that the average reduction in the fleet of freight vehicles will mean greater safety and reduced transport costs.

With the measure, Planalto makes another gesture to truck drivers, a category traditionally aligned with Bolsonaro.

Other measures were adopted.

With the fuel increase announced by Petrobras in March, Congress approved a bill, with government support, to zero the federal tax rate (PIC/Cofins) on diesel and gas by the end of the year.

The measure aims to reduce the price of fuel, widely used by the category.
The law sanctioned by Bolsonaro also changes the collection of ICMS (Tax on the Circulation of Goods and Services), a state tax, on fuel.
