EUR 4.55 billion was the “net” debts added to the AADE books in July compared to July 2024, reaching a total of 111.8 billion euros.
EUR 11.98 billion was the increase in arrears, EUR 7.42 billion was the receipts and write -offs.
According to the quality analysis located in the House of Representatives of the House Budget Office, from € 110.6 billion:
- 61% (EUR 52.1 billion) is tax debts
- 28.6% are fines (24.4 billion euros)
- 10.45% (EUR 8.9 billion) are non -tax debts such as loans, costs and charges
The last 2 categories have a much lower collection rate than that of tax debt
26.35 billion euros, that is, about a quarter of the debts are considered unacceptable collection
If we add to them 50.2 billion euros of debts to KEAO – increased by € 1.72 billion from last year – then total debts of natural persons and businesses to tax and insurance funds exceed € 160 billion.
Against what happened in the previous quarters, the analysis of the data shows that the debtors (natural and legal persons) are increasing with the taxables in the tax office. Their total is 4 million, 172.263 less than last year. The increase in debtors is mainly observed in very small debt categories with the exception of the debt category up to 50 euros where debtors are reduced.
As the House Budget Office notes in its report, the number of debtors with overdue balance on 1/8/2025 increased by 85,191 debtors compared to 1/7/2025 due to the significant increase in the number of debts in income. This increase is due to the non -extension of the time of payment of the 1st installment of this year’s income tax, as opposed to what happened in 2024.

This small number of 9,946 debtors (not even 2.5% of the total) owes about 85.3 billion euros, that is, about 76.3% of total debts to the tax office. Who even harvested their debts by almost € 2.76 billion.
In contrast, 90.4% of debtors are raised in the debts of up to 10,000 euros, but their total overdue balance, € 3.76 billion, is only 3.5% of total debts.
The debts of natural persons account for 38.2% of the total, reaching € 42.7 billion while the debts of legal entities stand at € 69.1 billion, which corresponds to 61.8% of the total. And as one can suspect, the overwhelming majority of small debts of up to 10,000 euros (87.6%) comes from natural persons (the percentage rises to 98%for debts up to 50 euros) and the overwhelming majority of large debts of over EUR 1 million (69.8%) comes from businesses.
It is unfortunate that of all these debts only 3.87%, that is, about € 3.3 billion in regulation.
15.9% of regulated debt of individuals are debt from 500 euros to 10,000 euros, which is the category with the most arrangements.
In terms of businesses, 21.5% of regulated debts concerns debt from EUR 10,000 to 100,000 euros.
