The evaluation and prioritization procedure is changing for the complaints received and examined by the Independent Public Revenue Authority.
Based on a new decision by the Governor of AADE, George Pitsilis, special three -member committees are created in the Research and Public Revenue Services, which are now being “weighing” the complaints of tax evasion that reach the authorities by thousands, with the aim of detecting large taxpayers.
According to the decision, the constant three -member committees are formed and will operate in the Ministry of Culture. Attica, Thessaloniki, Patras and Heraklion. Their task will be to record and evaluate both existing and new complaints, with the aim of exploiting them to increase state revenue and fight tax evasion.
These committees will evaluate and rate the complaints in order to subsequently formulate the appropriate regular checks. As it was for the respective committees that have been operating in the local DOU since 2019, for each complaint, a “score” will be formed, based on the specified criteria and with a scale of 0 to 4, distinguishing the complaints of “without interest” rated 0, from those in need of “immediate”.
With this marking, the evaluation committees give the relevant “signal”, directing the checks to the cases with the greatest importance. At the same time, through electronic registration in the integrated Elenxis Information System, complete traceability and control of the course of each case is achieved.
The criteria
More specifically, before each meeting of the Evaluation Committee, the Head of the Service:
- Gathers the complaints to be examined.
- It checks whether there are cases between the complaints that belong to different audit jurisdiction (eg customs or labor issues).
The committees are obliged to ensure that both pending and new complaints in the GDLD Information System. An evaluation of its importance is carried out for each complaint, based on specific criteria and suggestions by the competent employees/auditors.
Scoring 0-4 is as follows:
- ‘Interesting 0
- Simple – of little interest 1
- Interesting – Important 2
- Very important 3
- ‘Immediate / rapid intervention 4
Grade 4 is only attributed to cases that require immediate audit action or intervention. On the basis of this rating, the order of priority of the audits to be carried out by the YEDDE is also determined.
Evaluation of complaints
For each complaint there is an note as to when it was evaluated and what degree of evaluation received by each member.
The final grade of evaluation is the one that brings the majority of members’ suggestions. In the event of a tie or disagreement, the grade suggesting the president is prevalent.
Upon completion of each meeting, the Secretary shall draw up a report, which is signed by all members. The minutes includes at least:
- the place and date of the meeting,
- the date of call of members,
- the participants,
- The number of bulletins evaluated and the sets per degree of evaluation.
