The large program of PPP projects and its importance in economic development, upgrading infrastructure and improving the daily lives of citizens, was mentioned. the Deputy Minister of Infrastructure & Transport, in charge of Infrastructure, George Karagiannis, in the context of his speech at the 4th PPP Forum entitled “The rise of PPPs after the pandemic”.
Mr. Karagiannis made special reference to the fact that this institution was first legislated by the ND government, in September 2005, and pointed out that after 17 years of operation it proved to be a coherent and completely successful regulatory framework. He highlighted the choice of the Ministry of Infrastructure and Transport to launch a coherent network of infrastructure projects and to combine European Union funds with private funding, the so-called PPPs of co-financing, making PPP projects more attractive to the private sector, as it utilizes its funds. Recovery Fund.
He pointed out that private funds are leveraged using the PPP methodthe repayment of the project is connected with the simultaneous assurance of the provision of quality services throughout the duration of the contract, the completion times of the tender process and the implementation of the projects are accelerated, and the risk management is passed on to the individual.
The Undersecretary of Infrastructure made extensive reference to 20 projects of the ministry that will be carried out with PPP.
Specifically:
-The 5 road projects (Flyover Thessaloniki, Hersonissos – Neapoli section of BOAK, Kalamata – Rizomylos – Pylos – Methoni section, Drama – Amfipolis road, Thessaloniki – Edessa road).
-The 5 irrigation, water supply and flood protection projects (Havria dam in Halkidiki, Enipea dam in Farsala, Tavronitis dam in Chania, Corfu water supply, Attica External Water Supply System).
-The 8 building projects (3 clusters of Courthouses of Central Macedonia, Central Greece and Crete, 17 school units of Central Macedonia, construction of 5 new Police Directorates in Patras, Karditsa, Veria, Lefkada and Alexandroupolis of Peripherals of Politika the new bioclimatic building of GGY).
-The 2 Operation & Maintenance projects (Operation and Maintenance of Thessaloniki Metro, Electronic Tolls).
From the above projects already 10 of them, with a total budget of 1.73 billion euros, are in the tender process.
The Undersecretary stressed, in addition, that the success of PPPs highlights the need for further synergies with the private sector, something that the ministry has already launched, with the characteristic possibility of bidding with “innovative proposals”, which are now enacted by law 4903/2022.
Finally, Mr. Karagiannis made special reference to the negative effects that the current international situation that brings the prices of raw materials brings to the construction industry and underlined that revision rates have already been issued for almost 500 works, while the necessary legislative regulations will be made soon. in order to ensure the continuation and completion of all projects.
