At the time of the creation of Auxílio Brasil, the government did not have permanent sources of income in sufficient amounts to fund a significant increase in Bolsa Família, which paid an average of R$190 per family.

Therefore, a permanent adjustment was granted, which raised the average ticket to BRL 224. Another temporary installment was created in December 2021 in the amount necessary to reach the BRL 400 promised by President Jair Bolsonaro (PL).

The undersecretary for Strategic Planning for Fiscal Policy, David Athayde, stressed that converting the amount of R$ 400 into a permanent benefit was already a premise adopted by the government in the preparation of the 2023 Budget. “It is not the Treasury that handles this process. We certainly analyzed the [espaço no] ceiling in several proposals, including the 5% one. We subsidized with the information, but we had no official response,” said Valle.

According to the secretary, the ideal is to have a defined position by the end of May to give time to trigger all the necessary procedures. Although the readjustment can be granted by an MP, with immediate effect, there is a need to change the budget reserve, which requires prior approval from the National Congress.
