The Planalto Palace sent an official letter to the Legislative and Judiciary leaders asking if there is interest in offering its servants the linear adjustment of 5% starting in July, what would be the impact of this increase and if they would be able to make the internal relocation to cover the required amount.
In response, they tell the Planalto that it would be possible to grant the readjustment and point out to the Executive some possibilities for reallocation as a way of meeting the spending ceiling (which prevents real growth in federal expenditures).
The government of President Jair Bolsonaro (PL) decided last month to grant a linear adjustment of 5% to all public servants, even without enough space in the Budget. The objective is to assuage criticism and stoppages in the categories, discontent that grew with the promises made by the Chief Executive to public security professionals.
In recent days, official letters were sent to the summits of the other powers and some bodies (such as the Federal Public Defender’s Office, the Federal Audit Court, among others) questioning the interest and budgetary conditions.
THE Sheet obtained some of these answers, in which the representatives of the Powers and bodies manifest themselves positively to the questions. The Federal Senate, for example, estimates that the 5% readjustment will have an impact this year of R$ 89.8 million, with the readjustment being granted as of July, following the federal government’s proposal. The analysis is that, per year, R$ 165.3 million would be needed.
In relation to this year, the Senate indicated that it has the possibility of carrying out relocations to compensate internally. The response, signed by the director general of the Senate, Ilana Trombka, states that the “supplementation of personnel expenditure schedules may be funded by the cancellation of appropriations from the Federal Senate itself”.
The Legislative House then points out the possibility of canceling an action, which involves civil assets of the Union, contribution to the cost of the pension system, among others, would result in the availability of R$ 94.9 million.
“We inform you that the proposed cancellation does not harm the execution of the programming, since there is an expectation of budget surplus greater than the amount to be reduced”, states the letter.
The president of the Chamber of Deputies, Arthur Lira (PP-AL), himself signs the letter sent to the Planalto Palace, expressing his interest in granting the proposed readjustment to his servers. He adds that the Legislative House’s budget earmarked for personnel expenses and social charges this year bears the impact of the increase.
“In order to better adapt the budget of this Agency to the distribution of expenditure, it is necessary to order the relocation of the amount of R$ 19 million, from the budget action Civil Assets of the Union to the budget action Retirements and Civil Pensions of the Union”, says the deputy.
The answer sent by the Federal Supreme Court (STF) points out that the linear adjustment of 5% for all Judiciary servers will have an impact of R$ 827.9 million this year, with greater weight on the Labor Court and the Federal Court.
The official letter signed by Minister Luiz Fux presents a list of options for cuts in other areas, in order to cover the impact of the increase for judicial servants.
The STF, for example, estimates that the readjustment will have an impact of R$ 8.4 million. However, the letter indicates that it will be possible to cover this amount with reallocation of resources with personnel expenses and discretionary expenses.
The granting of readjustments to the civil service became one of the main headaches of Minister Paulo Guedes’s team (Economy). At the request of Jair Bolsonaro, the Budget approved by the National Congress set aside R$ 1.7 billion for salary readjustments for professionals in the area of ​​public security, one of the main pillars of the President of the Republic in society.
The concession made to the police triggered a series of complaints in the other categories of the civil service, since the end of last year. Some categories, such as Central Bank servers, stopped their activities.
The Federal Revenue auditors are also mobilizing, who announced last month that their move resulted in a loss of R$ 9 billion for the government in terms of revenue.
