Opinion – Cannabis Inc.: ‘The place for Cannabis is in Congress’

Faced with a scenario of little perspective for the regulation of cannabis medicinal and industrial hemp, at least in this government, a group of deputies decided to create a non-partisan legislative front. This is the Cannabis Bench, which adopted the slogan “Lugar da cannabis It’s at the Congress.” The announcement was made this Friday, 16th, during a business event at the accelerator The Green Hub, in São Paulo.

The lack of a law that regulates the sector permeated several debate tables, as it is a major obstacle for business to advance in the industry, generating new jobs, and for patients to have more access to medicines. But it was during a specific table on regulation, composed only of deputies, that the announcement was made.

“We started with federal deputies, but we are going to open it up for state representatives to also participate,” said Maisa Diniz (Rede-SP), one of the members. “Science is a tool to guarantee public management. cannabis it’s science.” She referred to the beneficial effects of the plant on health and the usefulness of hemp as a raw material for the textile and construction industry, for example.

Also present in the debate, deputy Paulo Teixeira (PT-SP) is among the parliamentarians of the cannabis. He coordinated the work that resulted in the drafting and approval of PL 399-2015, which regulates the trade in medicines formulated with plant substances and the industrial use of hemp. The PL was accepted in Congress last year, but it is stopped, out of the voting agenda.

“The war on drugs is responsible for the mass incarceration of young black people, who could have a successful future if they were not sentenced to prison,” Teixeira said. “Legalization is urgent. The plant could help millions of people suffering from depression, epilepsy and fibromyalgia.”

The regulatory panel also had the presence of deputy Sergio Victor (Novo-SP) – coordinator of the Parliamentary Front of cannabis Medicinal at Alesp (Legislative Assembly of São Paulo), made up of 21 legislators – and by deputy Mônica Rosemberg (Novo-SP), who has supported medicinal legalization since 2005.
