The João Doria government (PSDB) published a decree on Tuesday (4) determining that all state public servants must present proof of complete vaccination, that is, with two doses, or the only one, against Covid-19.
The measure, according to the state management, is mandatory for about 570 thousand active professionals in direct and indirect administration bodies in the state of São Paulo and must be complied with by next Sunday (9).
According to the decree, the proof will only be required in cases where the professional presents a medical certificate with some contraindication in relation to the vaccine.
Documents must be sent to human resources bodies by electronic means. “Whoever fails to comply with the deadline established in the decree will be subject to the determination of possible disciplinary responsibility in internal administrative proceedings”, says the government, in a note. The decree does not say what the possible punishments will be.
According to the decree, within 30 days, the Attorney General and the secretariats must submit a report with the measures that were taken to the State Comptroller General.
According to the state administration, the rule that establishes possible punishments for those who do not present documentation “is provided for in the Statute of Public Employees of the State and in the Disciplinary Regulation of the Military Police, in addition to internal rules and codes of conduct for public companies, foundations and autarchies state”.
The City of São Paulo has required a vaccine passport from the municipal civil servants since August last year. Servants in commissioned positions even had their ties terminated in October.
The municipal administration, however, does not require proof for the population that accesses public buildings.
The City Council of São Paulo, the Court of Justice and the Public Ministry also demand a vaccine passport from civil servants and people who enter the places, including forums in the state.
Event organizers with more than 500 people in the city of São Paulo are also required to require proof of vaccination against the new coronavirus.
In the state of São Paulo, 96% of adults have completed the immunization cycle, according to the Doria government. Altogether, about 85 million doses of Covid-19 vaccine have been administered since January 17 of last year.
According to the Municipal Health Department, suspected cases of the new coronavirus were triggered. In November of last year there were 56,220 registrations. Last month there were 133,501 suspicions of the new coronavirus in municipal network units, an increase of 137.6%,
