The Chamber of Deputies approved on Wednesday night (27) the project that regulates telehealth in the country, a modality of remote provision of services in the area defended by Minister Marcelo Queiroga (Health).
Telehealth encompasses, in addition to telemedicine, remote care in nursing, physiotherapy and psychology, for example.
The basic text of the project, by deputy Adriana Ventura (Novo-SP), was approved by 300 votes in favor and 83 against. The deputies rejected suggestions to change the text, which now goes to the Senate.
The text establishes principles for practice, such as autonomy of the health professional, patient consent and the right to refuse this remote care. According to the project, acts of the professional who used telehealth would have national coverage.
The federal councils will be responsible for the ethical regulation of the provision of remote services. In addition, a rule that intends to restrict telemedicine must demonstrate the indispensability of the measure so that damage to the health of patients is avoided.
The rapporteur, deputy Pedro Vilela (PSDB-AL), said in his vote that this will be a way to expand medical care in Brazil.
“Telemedicine has revolutionized medical practice, both from the point of view of individual care and of the implementation of public health actions and services, overcoming both geographic and social distances to spread access to health”, he said.
The Ministry of Health is in favor of regulating the issue in the country. The Minister of Health, Marcelo Queiroga, told Sheet that its effectiveness was proven during the Covid-19 epidemic.
In a press conference on the end of the health emergency, the executive secretary of the Ministry of Health, Rodrigo Cruz, also defended the strengthening of telehealth.
In 2018, the CFM (Federal Council of Medicine) even lowered a resolution to regulate distance care.
The rule was revoked after criticism, attributing the decision to the high number of proposals sent to amend the resolution and “to the clamor of numerous medical entities, who ask for more time to analyze the document and also send their suggestions”.
