In public consultation the new was introduced draft law framework for Universities of the Ministry of Education and Religions entitled: “New Horizons in Higher Education Institutions: Enhancing the quality, functionality and connection of HEIs with society and other provisions”presented in a press conference the Minister Niki Kerameos.
The consultation is done electronically at the following link http://www.opengov.gr/ypepth/?p=5958 and will be completed on June 12.
This legislation includes four axes:
1. The upgrade of the quality of the universities, with regulations such as:
• Double / joint degrees
• Selection of courses from other Departments / Schools
• “Greek Erasmus”
• Strengthening internships
• Visiting teachers
• Applied science and technology programs
• New, more meritocratic procedures for selecting faculty members
• Incentives for research – reduction of bureaucracy (eg ELKE).
2. Enhancing functionality.
Mainly, with a new model of governance, which involves increased filters of collectivity, accountability, transparency and extroversion. A system of governance of universities that aligns our country with international good practices of universities abroad. But also with forecasts such as:
• New, flexible framework for managing the assets of universities.
• Support structures of the university community (psychological support, support in teaching), among others.
3. The promotion of the connection of the HEIs with the society.
• New, modern and flexible framework for the provision of services by the University Laboratories to citizens / institutions.
• Upgrading the role of Universities in lifelong learning through the Training and Lifelong Learning Centers (KEDIVIM).
4. Simplification of DOATAP
• Now, automatic academic recognition is provided for continuing studies and the process of recognition of an academic degree from abroad for work in Greece is simplified. Citizen service, reduction of bureaucracy, enhancement of brain gain.
The Ministry invites all interested parties to submit comments and observations, which will be studied and taken into account, in order to improve the final draft law that will be submitted for elaboration and voting in Parliament.
