The “Smart Cities” program for 315 municipalities of the country opens from July 1st

From July 1, 315 municipalities in the country will have the opportunity to participate in the “Smart Cities” program.

As announced by the Minister of State and Digital Government from Chania, Kyriakos Pierrakakisstarting next month, municipalities with a population of less than 100,000 will be able to submit proposals for their digital transformation.

In this way, the countdown begins for the second phase of the “Smart Cities” program, which was announced by the Ministry of Digital Government at the conference of the Central Union of Greek Municipalities in October 2021, designed and implemented by the Deputy Minister of Digital Government Frankincense.

The submission of plans will be done digitally, through the Integrated Information System of the NSRF (OPS NSRF), until October 31, 2022.

For this purpose, the mechanism of the Ministry of Digital Government will be at the disposal of the Central Union of Greek Municipalities, but also of each Municipality separately, for any information or assistance needed regarding the preparation and submission of utilization plans for the program.

The “Smart Cities” program gives the opportunity to all Municipalities to align with the central administration regarding the field of digital transformation. The purpose of the program is to upgrade the daily lives of citizens and local communities, by selecting those digital projects that best meet the priorities of each Municipality, through a list of projects structured in seven categories:

  • Sustainable Movement
  • Energy saving
  • Reduction of Energy Footprint of Municipal Buildings
  • Improving Citizen and Business Service
  • Improving the Quality of Life
  • Strengthening Local Democracy, Consultation and Transparency
  • Protection against Cyber ​​Attacks and Enhancement of Digital Infrastructures)

The action for the 315 Municipalities is funded with around € 230 million from the European Regional Recovery Fund (ERDF).

The amounts available to the municipalities range from 210,000 euros (for very small municipalities) to 2,770,000 euros (for municipalities with a population of slightly less than 100,000 inhabitants). It is pointed out that each Municipality knows in advance the amount of funding, in order to select the appropriate actions.

It is reminded that the program is already in progress for the 16 Municipalities with more than 100,000 inhabitants plus Trikala, due to the important digital infrastructure that they have already developed. The financing of the first stage, amounting to 90 million euros, is done with resources from the Fund for Recovery and Sustainability.

In detail, the 38 actions, among which each Municipality is called to choose those that meet its needs, are the following:

  1. Intelligent Controlled Parking System (SES)
  2. Smart stops MMM
  3. Intelligent system to ensure accessibility for people with mobility problems
  4. Smart pedestrian crossings and friendly for the disabled
  5. Traffic information systems
  6. Smart trash cans
  7. Lamp connection to a central management computer center
  8. Traffic Office Organization and Municipal Vehicle Fleet Management.
  9. Intelligent energy management systems for municipal and school buildings
  10. Intelligent lighting systems inside municipal buildings
  11. Smart City / Municipality Guide with registration of local businesses and promotion of offers
  12. Municipal cemetery management system and digitization of files
  13. Kindergarten management platform, parent information with smart application
  14. Digital Platform for the management of vulnerable groups
  15. Management of indoor and outdoor sports, culture and entertainment venues (lesson planning, parent information, games, mass sports, etc.)
  16. Digital Popular Markets Management Platform
  17. Electronic document handling system and digital signatures
  18. Electronic payment management system
  19. Providing telemedicine systems to vulnerable groups for remote diagnosis
  20. Cultural – Sports events – E-ticket management
  21. Installation of smart air quality measurement systems in the municipality
  22. Installation of intelligent water quality measurement systems (drinking, rivers, lakes and seas in industrial applications, etc.)
  23. Digitization and DEYA file management system
  24. Intelligent system for warning and dealing with dangers (floods, fire, earthquake, etc.) within the boundaries of the municipality and in accordance with their responsibilities.
  25. Smart irrigation system
  26. Urban green and common areas management system.
  27. Digitization of municipal library catalogs – Creation of a smart municipal library
  28. Digitization of local cultural heritage
  29. Development of a digital twin city
  30. Electronic Budget Consulting System, Technical Program
  31. Electronic Regulatory Consulting System
  32. Electronic system for the management and organization of the Administration and the operational capacity of the Local Authorities.
  33. Implementation of public performance measurement indicators according to ISO 37122, adapted to the Greek conditions
  34. Integrated infrastructure for protection against Cyber ​​attacks (Network Firewall, Endpoint Security, etc.) and provision of teleworking system.
  35. Central unified platform for management and data collection of digital transformation actions of local authorities.
  36. Digital Platform for meetings of collective bodies and committees
  37. Creating an interconnection with high speed networks between municipal buildings – infrastructure
