Tourism for All: The entire decision on the 150 euro voucher – Who are the beneficiaries

Through the program, a financial facility of 150 euros is granted to natural persons who meet the conditions, following their relevant online application and selection by lottery.

The decision on the program was published in the Official Gazette Tourism for all 2022, which describes in detail the beneficiaries for the 150 euro voucher.

Through the program, a financial facility of 150 euros is granted to natural persons who meet the conditions, following their relevant online application and selection by lottery.

Especially for disabled people who are drawn as beneficiaries, as well as for drawn beneficiaries with disabled children, the financial aid amounts to 200 euros.

Potential beneficiaries of the “Tourism for All” program are adult natural persons, who are tax residents of Greece and fall within the income criteria herein (annual family income).

The program
1. The purpose of the program is to strengthen the demand for domestic tourism, through the subsidization of accommodation services for beneficiaries to take vacations within the Territory.

2. Through the program, a financial facility of one hundred and fifty (150) euros is granted to natural persons who meet the conditions defined by article 2, following their relevant online application and selection by lottery. Especially for disabled people who are drawn as beneficiaries, as well as for drawn beneficiaries with disabled children, according to the procedure described in article 5, the financial aid amounts to two hundred (200) euros.

The above amounts concern exclusively the beneficiary and do not increase in case of dependent members.

3. The aforementioned financial facility is credited by the Implementing Agency, to the beneficiary, as defined in article 2 hereof, to a digital debit card, issued specifically for this purpose by a credit institution or financial organization.

For the issuance of the above digital debit card and the crediting of the amount of money, a special application is created by the Implementation Body in the Unified Digital Portal of the Public Administration (gov.gr – EPSP). A Program Agreement is concluded between the Ministry of Tourism and the Implementing Agency, namely the Ministry of Tourism, which defines the general terms of implementation of the program.

4. The Implementation Body is defined as the person responsible for and executing the processing of personal data carried out in the context of the management of the above electronic application/platform. The Implementation Entity has the obligation to take and continuously observe the appropriate and necessary technical and organizational security measures for the data received and, as a minimum, to record and monitor access, ensure traceability and protect the data in transit from any violation, as well as from a deliberate or accidental threat, acting in accordance with Union and national law and, in particular, in accordance with the provisions of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 (OJ L 119) (General Regulation on Data Protection – GDPR) and Law 4624/2019 (A’ 137).

The personal data registered in the application are collected, kept and further processed exclusively for the purposes of granting the “TOURISM FOR ALL Pass”. The above data is kept for the above purposes for a period of two (2) years and then deleted. The Implementation Body is not obliged to seek consent for the processing of the personal data of the subjects, in this case the applicant citizens, given that when submitting the application, the citizen consents to the collection and processing of his personal data for the purposes of this, through a special relevant choice.

5. The Implementation Body signs, as data controller, a relevant personal data processing agreement with the Ministry of Tourism. It also signs with any third party – bank, lottery contractor, etc. – a relevant data processing agreement and/or confidentiality agreement, as provided by law.

The beneficiaries
1. Potential Beneficiaries of the “Tourism for All” program are adult natural persons, who are tax residents of Greece and fall within the income criteria herein (annual family income).

2. For the first cycle of the program, i.e. for the “Tourism for All 2022” program, Potential Beneficiaries are those who have submitted a Personal Income Tax Return for the tax year 2020 and whose annual family income falls within the income criteria defined in the table below .

The annual family income is considered to be the total annual taxable real or imputed income, as well as the exempt or taxed in a special way income of the taxpayer, his wife and dependent children, from every source. The above income does not include any disability allowance of the beneficiary or his dependent members, which is exempt from tax.

3. For the purposes of the present, a child means any natural, legally recognized or adopted child and, in general, any child of whom the beneficiary has parental care and custody.

4. The following are not considered beneficiaries of the first cycle of the “Tourism for All 2022” program:

a) those selected as beneficiaries within the Social Tourism program for the period 2021-2022 and 2022-2023 of the O.A.E.D. and D.YPA.A., respectively, regardless of whether they made use of the provision or not,

b) those selected as beneficiaries – beneficiaries of the “Evia-Samos Pass” program or related provision by any other body for the same time period of program implementation.

5. In the event of a false declaration or in the event that it is found that the terms of this present have not been observed or that the recipient of the aid is not a beneficiary, in addition to the penalties provided for by other provisions, the immediate return to the Greek State of all the aid granted shall be imposed, as amount paid, according to the Revenue Collection Code.

The applications
1. In order to join the program, an application is required, which is submitted by the potential beneficiaries through a special application accessible to the Unified Digital Portal of the Public Administration (gov. gr-EPSP), via vouchers.gov.gr. In order to submit the application, the prior authentication of the potential beneficiaries is required using the credentials of the General Secretariat of Public Administration Information Systems (G.G.P.S.D.D.) of the Ministry of Digital Governance (taxisnet), according to Article 24 of Law 4727/2020 (A’ 184).

The application constitutes a responsible declaration of Article 8 of Law 1599/1986 (A’ 75) for the accuracy of the information contained therein. Any false report or discrepancy with the facts, in addition to the financial consequences, may also result in criminal penalties. When submitting the application, the applicant’s consent to the collection and processing of his personal data for the purposes of this is declared, through a special relevant option.

2. The potential beneficiary enters the special application and requests the issuance of the immaterial digital debit card and the crediting of the above amount of money to it. After entering the application, the applicant enters in the fields displayed in the system his contact details and, in particular, the e-mail address and the mobile phone number, which he then authenticates.

Next, he/she declares that he/she has not been selected as a beneficiary under another social tourism program or domestic tourism support program implemented during the same time period. These programs are explicitly mentioned on the platform. At the same time, the applicant declares that the amount of money credited to the debit card will be used exclusively by him to cover accommodation expenses for himself and his beneficiaries and it is not possible to transfer it to a third party or withdraw it.

The declarations of the previous paragraphs constitute simultaneously and responsible declarations of Law 1599/1986 (A’ 75). The beneficiary also registers the financial institution of his choice, from which the card will be issued, and requests the issuance of the immaterial digital debit card and the credit of the relevant amount.

In the event of a disability of more than 67%, of the taxpayer and/or their children, as declared during the submission of the 2020 tax return, the following fields for the taxpayer and/or his/her children: Social Security Registration Number (SIN) or temporary Social Security Registration Number of article 248 of Law 4782/2021 (A’ 36) (SIN .) or Foreigner’s Temporary Insurance and Health Care Number (PA.AY.P.A.).

3. For the purpose of verifying the conditions of the second paragraph of paragraph 2 of article 1 of this decision, i.e. the fulfillment of the criterion for granting a higher amount of subsidy (disabled beneficiaries) and of paragraph 2 of article 2, i.e. the fulfilling the income criteria, the information system of the application will interoperate, in particular, with the appropriate Registers kept by the Independent Public Revenue Authority (A.A.D.E.) and the National Communication Register of the General Secretariat of Public Administration Information Systems.

It is noted that this action will be implemented, where applicable, as a service on the infrastructure of vouchers.gov.gr and will reuse the TAXISnet login services (OAuth 2.0 client) of the existing services of the FuelPass Program.

4. In the case of an approved application, it is not allowed to withdraw or submit a second application.

5. In the event that a personal income tax return has not been submitted for the tax year considered per program cycle, it is not possible to submit an application.

6. For the first cycle (“Tourism for All 2022”), the application can be submitted, through the special application of par. 3 of article 1 hereof, which is created by the M.A.E.
The start of the operation of the application takes place after July 8, 2022. The submission of the application to receive the financial aid takes place until July 21, 2022.

7. The potential beneficiary can submit an application for the issuance of the digital debit card and the crediting of the amount at the Citizen Service Centers (K.E.P.), as defined below.
