N. Panagiotopoulos presented the regulations of the Ministry of Finance

The Minister of National Defense estimated that the bill for the rehabilitation of the Elefsina Shipyards will be voted on in the Plenary at the end of August.

The programs of the Navy completed at the Elefsina Shipyards and the Skaramanga Shipyards are extended for another three months, based on the provision of the Ministry of National Defense, which is part of the environmental multi-law bill. As the responsible minister, Nikos Panagiotopoulos, informed the Plenary, at the Elefsina Shipyards it concerns the completion of construction of the remaining, i.e. the seventh of the seven fast patrol guided missiles number 7 and the second at the Skaramangas Shipyards concerns the continuation of work on the four submarines of Navy there.

The first provision, article 129, concerns the completion of the ROUSSEN-type missile boat building program number 7 at the Elefsina Shipyards. The missile boat has been decommissioned on August 5, 2020, to join the fleet little by little. The last works are already being completed. Sea trials are about to begin so that TPC number 7 can be completed and join the fleet. I’m guessing this will happen in the fall. The Navy will raise the flag on the 7th ROUSSEN missile launcher.

The validity of the agreement for the completion of construction of missiles 6 and 7 has been extended by successive legislative regulations. The validity of the agreement was extended until 30/9/2021 and then until 30/6/2022 only for missile 7, since the 6 has surrendered. Accordingly, in the context of these extensions, additional credits were made available.

Therefore, for the completion of the 7th, an extension of the program for an additional three months and an additional funding of 3,075,000 euros are required, which relate to the coverage of payroll costs and insurance contributions of the workers at the Elefsina Shipyards, coverage of operating expenses, staff movement services, materials and services for the completion of the program.

Regarding the bill for the rehabilitation of the Elefsina Shipyards, Mr. Panagiotopoulos estimated that it will be voted on in the Plenary at the end of August. “This is how the effort to join the Elefsina Shipyards in a new day, in a new era, is on track, but in the meantime the work on the construction of TPC number 7 must be completed and it must be received by the Navy. We are close .I really and reasonably appreciate that this may be the last time we are called upon to do that, because this government has always made it clear that it is interested in workers continuing to be employed, to continue to be employed, to continue after they have completed the shipbuilding project , until the investment effort that is underway at the Elefsina Shipyards is successful, a necessary condition of which is the approval of the consolidation plan that has been submitted,” he said.

Article 130 deals with the corresponding program, but for the continuation of maintenance and support shipbuilding work on Navy submarines at the Scaramanga Shipyards. Article 26 of Law 4258/2014 provided for the completion of said works and tests by the Navy and the employees of the HINAE. To complete the remaining work and sea trials and operational performance of the submarines, an additional extension and funding is required, as the previous extension has been granted for six months until June 2022.

Here the allocation of the additional credit amounts to the amount of 10,300,000 euros and, like the credit for the Elefsina Shipyards, covers payroll, employee insurance contributions, operating costs of the Shipyard and technical support and materials to complete the support of the program of submarines.

Mr. Panagiotopoulos also informed about the additional forecast which has to do with the well-founded probability of completion of the investment effort carried out at the Skaramangas Shipyards. If this is completed within this quarter, with the extension voted today, the transfer of the Shipyards to the new investor, then there is no reason to continue the working relationship between the employees and the Navy, since there will now be a new employer, the new investor , who for several months has taken over the fortunes of the Skaramangas Shipyard.

Therefore, with this provision, a paragraph is added, which is the 5a in article 26 of the previous law, which regulated the fate of Shipyards, i.e. of law 4258/2014, which regulates the fate of the works carried out in submarines after transfer of the Shipyards to new ownership, whenever this happens. It is anticipated that the transfer of the Shipyards to the investor will result in the immediate receipt of the submarines, as well as the performance of the premises and infrastructure where work is carried out on them, while as a consequence the employment relationship between the employees of the HINAE and the Navy will be terminated.

Obviously, there will be a new type of working relationship, but between the workers and the new investor, the new owner of the Skaramangas Shipyards, as the minister said and added that the working relationship between the workers and the Navy cannot continue, the which had until now contracted out the support of the Navy’s submarines to the workers of the Scaramanga Shipyards, due to the special experience and know-how they possess, in order to carry out these tasks which are also tasks necessary for the availability of these very important weapons of the Armed Forces at the disposal of our Navy.

“Therefore, we have progressed quite a bit. It is reasonably probable that in the next quarter the transfer of the Skaramangas Shipyards to the investor can be completed. It is probable. If this happens, then as you understand, this provision is also made for the employment status of the employees, who will now be listed or they will regulate their relations with the new employer” he concluded.
