Nurseries: Subsidy criteria announced – Who is eligible to apply

The Joint Ministerial Decision (JMA) was signed on July 29, which defines the criteria for inclusion in the program to subsidize positions in nurseries, nurseries for the period 2022-2023. The application deadline is expected to be determined immediately by the Hellenic Society for Local Development and Self-Government and the application will be made electronically by the children’s parents or representatives using the Taxisnet codes. In the call for expression of interest that will be published by EETAA, the supporting documents to be submitted by the interested parties, the method of submitting objections and other relevant clarifications will also be determined.

In total, they will be allocated to the program “Promotion and support of children for their inclusion in pre-school education as well as for the access of school-age children, teenagers and people with disabilities to creative employment services” for the period 2022-2023 from national and European resources 331 ,2 million euros.

According to an announcement by the Ministry of Labor and Social Affairs, the budget, which is increased compared to previous years, will allow more children to be included in the program and also increase the amount of compensation through the voucher for the first time after 10 years, in order to “cover the rising costs and to ensure the provision of quality services”.

In addition, the Ministry of Labor points out that “for the first time, the next period’s program is uniform for working parents in both the private and public sectors and includes a new voucher category for parents with higher incomes that reach up to 42,000 euros”.

The care provision structures and the categories of children they can accommodate are as follows:

Structure Categories:

A. Infant, Kindergarten & Kindergartens: They are distinguished in A1. for infants from 2 months to 2.5 years and A2. for pre-toddlers from 2.5 years to 4 years.

B. Integrated Care Nurseries (ICU): They are distinguished in B1. for infants from 8 months to 2.5 years, B2. for pre-toddlers from 2.5 years to 4 years and B3. for pre-toddlers with disabilities from 2.5 years to 6.5 years.

The selection criteria are economic and social and are specified as follows:

1. Financial criteria

A. The children of families with an annual income of 2021 have the right to participate in all the structures with full voucher value:

– up to 27,000 euros for up to two children.

– up to 30,000 euros for three children.

– up to 33,000 euros for four children, all

– up to 36,000 euros from five children or more.

B. For the categories of structures A1, A2, B1 and B2 a voucher is provided if the annual family income of 2021 is:

– up to 33,000 euros for up to two children.

– up to 36,000 euros for three children.

– up to 39,000 euros for four children, all

– up to 42,000 euros from five children or more.

According to the announcement of the Ministry of Labour, it is pointed out that no income criteria apply to children with physical, mental, mental illnesses or disabilities or people with disabilities, who submit applications for Integrated Care Nurseries. Likewise, income criteria do not apply to parents-legal representatives who belong to the PWD category (with a disability rate of more than 67%), who apply for infant, nursery or daycare centers (Position category A1, A2, B1, B2).

2. Social criteria. Additional scoring is provided for children in single-parent families, multiple children, parents and/or siblings with disabilities.

The value of the vouchers is determined according to the structure category, while a separate voucher with a reduced value is now provided for the highest income categories, as follows:

Infants, Kindergartens & Kindergartens:

Category A1 – Annual spending limit without meals 2,612 euros, Annual spending limit with meals 3,239 euros

Category A2 – Annual spending limit without meals 1,985 euros, Annual spending limit with meals 2,612 euros

Integrated Care Nurseries (ICU):

Category B1 – Annual spending limit without meals 2,612 euros, Annual spending limit with meals 3,239 euros

Category B2 – Annual spending limit without meals 1,985 euros, Annual spending limit with meals 2,612 euros

Category B2 – Annual spending limit of 5,500 euros

Infant, Nursery & Kindergartens and Integrated Care Nurseries (V.S.O.F.)

Category A1, A2, B1, B2 – Annual spending limit 2,178 euros

Regarding the signing of the KYA, the Deputy Minister of Labor and Social Affairs, Domna Michailidou said: “No child outside a nursery school. With active social policies we fight poverty and social exclusion and strengthen as many families as we can. We don’t leave anyone behind.” In addition, Mrs. Michailidou pointed out that “for the first time the children themselves are the beneficiaries, after a decade, a 10% increase is given to each voucher to ensure quality services, and civil servants and families with higher incomes while maintaining the increase in the number of children benefiting from the program by 20%”.
