A draft of a Presidential Decree was submitted to the Council of State for legislative processing, which provides for the gradual relocation of the Mon Parnes casino from Parnitha to the Dilaveri area of ​​Amarousiou, and at the same time approves the Special Town Planning Plan in part of the Dilaveri area, while determining the land uses and conditions and building restrictions in said area.
It is recalled that the Plenary Session of the Council of Ministers (decision 44/2021) annulled the joint ministerial decision to determine the conditions for the transfer of Mon Parnes from Parnitha within the urban fabric of Amarousi.
A new law was then passed, providing for the transfer of the disputed casino to the Dilaveri area, for reasons of sustainability and if measurable advantages for the public interest are created.
The draft Presidential Decree provides that the transfer of the casino will be carried out by the company “Hellenic Casino Parnithas S.A.” (EKPA S.A.) and the consideration for the transfer to the new position was set at 30 million euros.
This amount will be paid in installments. More specifically, within 180 days of the publication of the decree in the Government Gazette, 50% of the total amount will be paid and the other 50% in 5 annual equal installments. The installments will be increased with the prescribed interest rate of the Public Revenue Collection Code, while the amount of the advance payment can be offset against confirmed debts of EKPA SA. to the State.
Furthermore, the draft Presidential Decree provides that the investment carried out in the transfer of the Mont Parnes casino cannot be less than 120 million euros and will include the creation of a new tourism and entertainment center and the construction of a versatile hotel complex, with catering services, cultural functions, meeting places, convention center, leisure facilities and casino.
The investment will be carried out under the sole responsibility of EKPA SA. which will secure the necessary funds for its completion (bank or bond loan, increase of corporate capital, etc.).
At the same time, EKPA SA is obliged, at least for 5 years from the start of operation of the casino in Maroussi, to maintain the existing jobs and create another 300 new jobs, while undertaking, among other things, the total demolition and reconstruction of the “monument shell” of the building “Pyrgos Mylonas”, the removal of the helipad, tennis courts, parking areas, etc.
Finally, in the obligations of EKPA S.A. it includes the removal of the dissolved building facilities that are in the area of ​​the casino facilities and the immediate restoration of the landscape and the environment in the Parnitha National Forest within the limits of the casino, after a relevant study.
