In matters concerning the implementation of telework in the State, the productivity bonus and the staff sector, the Minister of the Interior mentioned, Makis Voridis, speaking at a round table with party representatives, at the 1st “Public Policy and Creative Public Servants” forum of the National School of Public Administration and Self-Government Alumni Association (ENAP ESDDA).
At the same time, on the occasion of the extraordinary recruitments for the needs of the pandemic, which were carried out bypassing the relevant procedures, Mr. Voridis spoke about the need to establish “special action groups”. These teams should be flexible to intervene in services facing emergency conditions, resolve the malfunction and leave when the service is back to normal. The minister brought as an example of dysfunction the thousands of applications for residence permits that have accumulated in the competent services.
Regarding telecommuting, Mr. Voridis mentioned that the Presidential Decree has been issued by the Personal Data Protection Authority, the recommendations of which are being examined by the Ministry of Digital Policy, and he estimated that in 1 – 1.5 months, the Presidential Decree will have been issued (PD ) for its implementation in the State from January 1, 2023. As the minister said, in parallel with the DP, a joint ministerial decision will be issued that will determine the special categories of vulnerable and sick people, which, as provided in the relevant law, will have a special priority.
Regarding the productivity bonus, Mr. Voridis stated that the ministerial decision is being prepared which will determine the criteria by which the extraordinary reward will be given. It is recalled that the bonus can reach up to 15% of the sum of the annual basic salary and the allowance of each employee’s position of responsibility and will be granted by decision of the superior, based on the achievement of quantitative goals. In its pilot application, the measure concerns civil servants and uniformed staff of the public sector, who, due to their competence, implement specific objectives of the ministries’ annual action plans, employees involved in projects of the National Recovery and Resilience Plan “Greece 2.0” and in the implementation of programs co-financed by the EU, to staff of the general directorates of Financial Services of the ministries and the General Accounting Office of the State and to court officials who implement the objectives of the National Recovery and Resilience Plan “Greece 2.0”.
Referring to the Staff Sector and the fact that the positions intended for graduates of the National School of Public Administration and Self-Government were not filled, the Minister of the Interior noted that measures are being considered to make the career path more attractive for graduates and to rekindle their interest in the new industry.
The head of the Interior Department and SYRIZA member of parliament, Kostas Zachariadis, emphasized the need for a new strategy for the operation of the public sector, as he emphasized “we have entered an era of multiple crises and reorganizations and the strategy to be able to deal with them is to serve the public interest and to put regulations in the private market as well”.
For his part, Pavlos Christidis, a member of the political council of PASOK-KINAL, accused the government of “making a record of abusing the ability to appoint supervisors by assignment outside ASEP procedures, with client and party criteria”. He also pointed out that the state under the government of the ND “is centralized and bureaucratic in power, but it is decentralized in responsibility, since it is usually the fault of some civil servants for everything”.
KKE MP, Christos Katsotis, finally emphasized that “the state cannot become autonomous from the dominant class, nor turn against it, as it is its own tool”, while he pointed out that the solutions given during the pandemic had a class mark.
