According to the preliminary investigation material, the foreigners had sailed from the shores of Libya to Italy, paying the sums of money to members of the ring of $3,000 to $4,000 per person. The seven arrested were in command of the fishing vessel, approximately 25 meters in length, during the illegal transport, holding distinct roles in terms of the various actions-works on the vessel, which due to the excessive number of passengers and the lack of life-saving equipment, was unsuitable for sailing.
