Upgrade of the Central Electronic Register of Public Contracts (KIMDIS)

The works concerned the upgrading of the software infrastructure, the technical and aesthetic reformation of the application and especially of its graphical environment (graphical user interface – GUI) using modern technologies and methods.

THE General Secretariat of Public Administration Information Systems of the Ministry of Digital Governance proceeded with its upgrading works Central Electronic Register of Public Contracts (KIMDIS) of OPS ESIDIS, in the context of the project for the “Reorganization of the National Electronic Public Procurement System (ESIDIS) using the infrastructure of the Unified Government Cloud (GCloud)”.

The works were carried out without interrupting the operation of KIMDIS and concerned the upgrading of the software infrastructure, the technical and aesthetic reformation of the application and especially of its graphical environment (graphical user interface – GUI) using modern technologies and methods.

The final works related to the upgrade of the database of the KIMDIS subsystem and were implemented with a shutdown from Friday 13.01.2023 18.00 until Saturday 14.01.2023 14.00, and were completed two days earlier than the planned date and time of the resumption of production systemic.

The result of these interventions is, among others:

  • • ensuring higher availability and performance of the system database, with a corresponding improvement in the response and availability of the application for end users.
  • • the compatibility of the application with an expanded number of modern web browsers, such as Google Chrome, Mozilla Firefox, Opera, MS Edge, which did not exist before. In this way, the use of the application is significantly facilitated by all users.
  • • the new, improved user interface (user interface – UI) based on JavaServer Faces technology, which eliminates technical problems of the past due to old infrastructures and significantly improves the user-friendliness of the application.
  • • the availability of the application also in the English language to facilitate the participation of foreign economic entities in tender procedures for public contracts in Greece, thus enhancing transparency and intensifying competition, and by extension achieving better prices for the purchases implemented by the public sector.
  • • the creation of the conditions for the further upgrading and expansion of the system within the framework of the National Strategy for Public Contracts, the use of standards for open data and interoperability through application programming interfaces (API).
  • • improving system security through the ability to support the most secure encryption and communications security protocols.

It is recalled that KIMDIS is the pre-eminent system of publicity, information and transparency for the field of Public Contracts, through the registration in it of documents and metadata of decisions and/or actions, related to tender procedures for supplies, services and projects of all the Contracting Authorities and Contracting Bodies of the country.

It is a central point of reference for Economic Bodies (companies) in terms of transparent access to data and details regarding public tenders, with easy and reliable search for possible business opportunities but also for valid and timely market planning.

Since its launch in 2013, more than 1,144,000 Contracts have been posted on KIMDIS, among others, which were awarded to 131,355 Contractors, with a total value of 42.76 billion Euros and concern the market of 7,660 different items from 3,095 Contracting Authorities/Contractors Carriers.

More specifically for 2022 until 19/9, 81,244 Contracts have been posted on KIMDIS, which were awarded to 26,457 Contractors, with a total value of 5,610,344,818 Euros and concern the purchase of 4,518 different items from 2,227 Contracting Authorities/Contracting Bodies.
