In the first phase, the Digital Work Card will be extended until the end of April at DEKO in the area of ​​public utility, such as those that are part of the transport sector, covering 18,000 workerswhile the rest of the DEKOs will follow at a later time.

In this context, in the coming days, meetings are planned with the managements of these companies and the representatives of the employees, in order to seamlessly join the mechanism of the Digital Labor Card and to be informed about the new procedures that will be applied when the employees arrive and leave workers in the workplace.

According to what was announced, the application of the Digital Work Card in these sectors is considered necessary, especially after the omissions found in the “shadow” of the train accident in Tempi.

Which employees are affected – The implementation schedule

The Ministry of Labor and Social Affairs is moving forward steadily and after dialogue in the gradual expansion of the Digital Labor Card.

Already, from the summer of 2022, the Digital Work Card applies to banks and supermarkets that employ more than 250 workers, while, from February 16, 2023, its application began in two more business branches, the insurance companies and private security companies (security).

According to the ministry’s data, the measure covers to date more than 150,000 workers, who are employed in the four sectors mentioned above.

Then, following the relevant statement of the Prime Minister Mr. Kyriakos Mitsotakis and after consultation with the Ministry of Finance, the Ministry of Labor and Social Affairs announced that the Digital Labor Card is being extended to the following DEKOs:

  • OSE SA
  • WORKED
  • Fixed Communications SA
  • OSY
  • OASA
  • OSETH
  • OASTH
  • Attica metro
  • Building Infrastructures SA
  • Egnatia Odos SA
  • EYDAP
  • ELTA

In these businesses it was decided to include Hellenic Train and the Hellenic Railway Equipment Maintenance Companyin order to uniformly address the issues related to the workers in the railway network of the country.

Based on the timetable, which has been set, industry, tourism and catering will follow.

As the Ministry of Labor clarifies, companies active in the field of energy will join, when in the next phase the industry also joins this system.

According to the Ministry of Labor and Social Affairs, the Digital Labor Card is an emblematic reform for the benefit of workers, because it combats declared and undeclared work, for the benefit of businesses, because it contributes to tackling unfair competition and guarantees transparency in controls, but and for the benefit of the insurance system, as it ensures income from contributions.

In fact, the Digital Card introduces two important security valves that facilitate checks and make them automatic and objective, which are as follows:

a. The start and end of work are automatically notified to the “ERGANI II” Information System.

b. The auditor knows, before visiting a workplace, which workers should be there.

Also, employees can use the records of the Digital Work Card, which provides them with full proof of the time they were actually employed.

As the Ministry of Labor and Social Affairs points out, with the implementation of the Digital Labor Card, which brings transparency and fairness to employer-employee relations and is the best guarantee for respect of working hours:

  1. The interests of employees are safeguarded by fully recording actual working hours.
  2. The framework for transparent and effective inspections is created, as the inspectors of the Labor Inspectorate will know, before the inspection, how many and which workers should be in the workplace.
  3. Businesses that respect the law are protected from unfair competition against those that practice undeclared or undocumented work.
  4. The income of the insurance system from contributions is secured.

The Digital Work Card includes the myErgani mobile app, which employees “download” to their mobile phone and the application Ergani CardScanner for businesses, which “reads”, at the start and end of work, the Digital Cards of the employees and automatically transmits the information in real time to the “ERGANI II” Information System.

Finally, it is clarified that the Digital Work Card covers all forms of employment, working hours (fixed, variable, shifts and overtime), while electronically recording all forms of leave received by employees.
