How the mayors secured cheap PCR tests in Neapoli-Sykees and Chalandri – In SKAI

The way in which they managed to obtain cheap molecular tests (PCR) for the needs of their municipalities from 2020 spoke to SKAI and the show “Unmatched” mayor of Neapolis-Sykea Simos Daniilidis and Mayor of Chalandri, Simos Roussis.

Mr. Daniilidis explained that in June 2020 the municipality of Neapolis-Sykeon addressed the market and was surprised to find that the molecular tests cost 130 to 150 euros.

“We refused to compromise with this kind of speculation,” said the mayor, who ordered an auction with very fast procedures and strict conditions, with microbiological diagnostic laboratories contracted with EODY, certified and licensed.

From the first auction, the price in the tests that the municipality succeeded in was 40 euros. Two more followed, ending at a price of 33 euros. When these quantities of PCR were finished, the municipality held two more auctions in 2021. In August, the price they obtained was 29 euros and in September 27 euros.

These examinations are performed in the diagnostic centers and concern employees, and citizens benefiting in the structures of the municipality. So far, 4,000 molecular tests have been performed.

In Chalandri, according to Mr. Rousis, from November 2020, the negotiation procedure of article 32 was followed by direct assignment, with three contracts of the order of 6,000, 8,000 and 20,000 euros.

The municipality found a price from a certified laboratory at 25 euros, at 35 euros for the control of a large group of employees over 20 people and at 40 euros for home sampling. These prices were secured during the period when the country was entering the second lockdown again.

In Chalandri, molecular tests are performed for employees (cleaning, social services, kindergartens), in vulnerable groups, while there is a need to control the population in the Roma camp in the area, as explained by the mayor.
