Joint Ministerial Decision (CMD) on the delimitation of the affected areas and the granting of housing assistance for the restoration of the damage to the buildings from the fires of July 2023 that occurred in various regions of Greece, issued by the Ministry of Climate Crisis and Civil Protection, based on the autopsies which were carried out in the affected buildings by the General Directorate for the Restoration of Effects of Natural Disasters (GDAEFK).

With this decision, the following areas are defined as affected by fire:

• In the Saroniko Municipality of Eastern Attica PE, the Municipal Communities of Kalyvion Thorikos of the Kalyvion Thorikos Municipal Unit, Kouvara of the Kouvara Municipal Unit and Saronidos of the Saronidos Municipal Unit.

• In the Municipality of Loutraki – Perachora – Agioi Theodoros of the PE of Corinth the Municipal Communities of Agioi Theodoros of the Municipal Unit of Agioi Theodoros, and Isthmia and Loutraki Perachora of the Municipal Unit of Loutraki Perachora.

• In the Municipality of Elefsina of the PE of West Attica, the Municipal Community of Elefsinos of the Elefsinos Municipal Unit.

• In the Municipality of Mandra – Idyllia of the PE of West Attica, the Municipal Community of Mandra of the Municipal Unit of Mandra.

• In the Municipality of Megareo of the PE of West Attica, the Municipal Community of Megareo of the Municipal Unity of Megareo.

• In the Municipality of Rhodes of the PE of Rhodes, the Municipal Communities of Lardos and Laermon of the Municipal Unit of Lindia, and Asklipieio and Gennadi of the Municipal Unit of Southern Rhodes.

• In the Municipality of Tanagra of the PE of Viotia, the Municipal Community of Stefanis of the Municipal Unit of Dervenochoria.

• In the Municipality of North Corfu of the PE of Corfu the Municipal Communities of Lafki, Loutso and Perithea of ​​the Municipal Unit of Thinali.

• In the Municipality of Aegialia of the PE of Achaia, the Municipal Community of Elaionos of the Municipal Unity of Diakoptos.

• In the Municipality of Lamia of the PE of Fthiotida, the Municipal Community of Lamia of the Municipal Unit of Lamia.

• In the Municipality of Almyros of the PE of Magnesia, the Municipal Communities of Platanos and Almyros of the Municipal Unity of Almyros.

• In the Municipality of Volos of the PE of Magnesia, the Municipal Communities of Sesklou of the Municipal Unit of Aisonia, and of Nea Anchialos and Mikrothebes of the Municipal Unit of Nea Anchialos.

• In the Municipality of Riga Feraio of the PE of Magnesia, the Municipal Communities of Velestinos and Agios Georgios Feron of the Municipal Unit of Feron.

In the abovementioned MLA, housing assistance is provided for the repair / reconstruction of buildings of any use (main and secondary residences, businesses, warehouses, etc.). The granted housing assistance consists of free government aid (80%) and an interest-free loan (20%) with the guarantee of the Greek State. Also, it is provided that in the event that the same owner owned more than one affected property with a total area of ​​more than 150 sq.m., free state aid is granted for all properties up to an area of ​​150 sq.m., while for the remaining sq.m. m. of the properties, an interest-free loan is granted.

With reference to the prices of the granted housing assistance, in the case of reconstruction they vary according to the use of the affected building. Indicatively, it is mentioned that in the case of an affected building with residential use, when the new residence is built with a load-bearing body of reinforced concrete and perimeter infill masonry of optical brickwork or stonework or with a load-bearing body of masonry made of optical brickwork or stonework, a housing allowance of 1000 euros per sq.m. affected building. When the owner constructs a house based on a reinforced concrete foundation, firmly connected to it and aa) with a composite load-bearing body (with metal and reinforced concrete load-bearing elements) and perimeter masonry infill made of glass bricks or ab) a prefabricated house entirely of reinforced concrete, housing allowance of 800 euros per sq.m. affected building.

In the case of the repair, the upper limit of the housing allowance for the repair of load-bearing elements of the affected building was set at 300 euros per sq.m. and the upper limit of housing assistance for the repair of non-bearing elements was increased in relation to previous fires and was set at 200 euros per sq.m. These prices apply to the repair of affected buildings of any use.
