The state is mapping itself with the aim of simplifying the procedures in the State and fighting the labyrinthine bureaucracy.

With the “Mitos” National Register of Administrative Procedures, all Government procedures, physical and digital, are standardized and recorded, so that it is possible to reduce and eliminate supporting documents and formalities and to automatically inform citizens.

It was designed and developed by the Ministry of Digital Governance and after the June elections the responsibility was transferred to the Ministry of Interior.

Since July 2022, when it was put into full operation, to date, more or less 3,220 administrative procedures have been registered by all ministries and public bodies, while the goal is to have 3,500 procedures integrated by the beginning of the new year.

A total of over 1,300 procedures are in the processing, approval and control stage and will gradually be included in the platform.

The purpose of the intervention is the development of a single point of reference for all State procedures with the main objectives of recording, recording and modeling the existing procedures of the public services and the bodies they supervise, the continuous updating of the procedures after each change and the creation of a basis for simplifying the procedures, removing or reducing the required steps and/or justifications.

From the web portal www.mitos.gov.gr citizens can look for implementation stages of each process, physical and/or digital service points, required supporting documents, estimated time and cost of processing.

The categories of services are similar to the services of gov.gr, such as agriculture and livestock, justice, education, business activity, work and insurance, family, property and taxation, citizen and everyday life, culture, sports and tourism, conscription, health and providence.

Through the “Myth” – the name of which refers to the myth of Theseus and the Minotaur – those dealing with the State can catch the thread that will lead them out of the labyrinth of bureaucracy in a series of administrative procedures. These are, among others, the issuance of licenses (from marriage and driving licenses to the establishment of a business and the construction of a building), compensations (agricultural, medical expenses, etc.), registrations (in rural registers, pupils and students in educational institutions, etc. .), internal civil service procedures (leaves, secondments, etc.), complaints, certificates and pensions.

N. Kerameos: Our goal is a citizen-centered state

“The reduction of bureaucracy and the simplification of procedures are high on the agenda of our reform program”, the Minister of the Interior, Niki Kerameos, emphasizes to the Athenian-Macedonian News Agency, who announces the establishment of a new legislative framework for the simplification of administrative services and improving the relationship between the State and the Citizen. As he notes, “changes in the state are the means to serve the citizens. Our goal is to move from the state that is constantly improving to meet the citizen’s priorities, to the state that designs from the ground up based on the citizen’s priorities, to a state that is citizen-centered.”

The “Mitos” National Register of Administrative Procedures is one of the three interrelated pillars that make up the National Administrative Procedures Policy (EPPD), which aims to upgrade the State’s administrative procedures and combat unnecessary bureaucracy.

The other two pillars are the National Program for the Simplification of Procedures (EPAD) for the redesign and simplification of procedures and the Bureaucracy Observatory for the evaluation of the effects of the simplification actions.

EPAD’s interventions, in particular, focus on simplifying procedures, digitizing and upgrading public services and strengthening one-stop services.

To date, 109 simplification actions have been implemented, many of which were immediately adopted by citizens and integrated into our daily lives, such as the Single Digital Portal (gov.gr), immaterial prescriptions, remote services via video call and many others that provided end to bureaucratic procedures and eliminated waiting in queues.

The new simplification actions

Another 43 actions are currently underway and are expected to be delivered to the citizens soon.

These include the following:

  • Implementation of interventions so that it is possible to issue a TIN to the newborn through an appropriate service. The TIN will be issued when the birth certificate is finalized
  • Simplification and digitization of administrative procedures related to the registration of all professional farmers and agricultural holdings
  • Simplification and digitization of administrative procedures related to the fishing and olive growing sectors
  • Process simplification and development of an electronic service to provide legal aid to low-income citizens
  • Video conferencing services in courts and penitentiaries and provision of information services on the progress of court boards and exhibits (Electronic Board)
  • Establishment of the single certificate of Inheritance
  • Simplification and creation of an information mechanism for seafarers and companies on NAT issues and the interconnection of maritime specialties with the labor market.
  • Simplification and digitization of administrative procedures related to the process of road tourist transport
  • Simplification and digitization of administrative procedures related to the granting of Special Function Marks to business-economic activities in the tourism sector.
  • Development of an information system (one-stop shop) aimed at facilitating trade during pre-customs procedures
  • Simplification of the framework for the establishment and operation of Private Vocational Training Institutes, Tutoring Schools, Foreign Language Centers and Colleges
  • Simplification and Digitization of the initial driver’s license issuance process
  • Digital application for the point system of drivers
  • Simplification and digitization of the disability certification process by the Disability Certification Center (KEPA) of e-EFKA for the case of patients with acquired immune deficiency syndrome
  • Development of an independent application in the electronic prescription system for the issuance of the Medical Death Certificate by certified physicians.
  • A total of 15 actions to simplify business activity are under development, nine in the family sector, three for agriculture and animal husbandry, seven actions for the organization of the state, three for justice, two for the everyday life of the citizen and four actions in the field of work and insurance.
