The Council of State considered the application of the “Personal Number” of citizens to be legal, which will facilitate their transactions with the public sector, as it will be the only number they will need to remember for their transactions.

In particular, from its implementation onwards, the number of the TIN or AMKA or police identity card, etc., will no longer be needed, but citizens will have to remember one number, that of the “Personal Number”. That is, the “PA” will be mandatory for transactions with public bodies and will be an element of verification for every citizen.

In practice, the “PA” will hide all other numbers used in everyday life (TIN, AMKA, etc.), without however abolishing the Tax Registration Number that taxpayers have, which is the main pillar of the “PA ».

In more detail, a Presidential Decree on the “procedure for issuing and granting the “PA”, measures and guarantees for the protection of personal data” was submitted to the CoE for legislative processing.

The 5th Section of the Council of Ministers with its opinion No. 60/2024 (president, vice-president Margarita Gortzolidou and rapporteur, president Anthi Spanou) deemed the draft Presidential Decree legal and made seven legal and technical observations.

According to the opinion of the CoE, “the “PA”, which is obviously useful for natural persons as well, who will no longer have the obligation to memorize many identification numbers and maintain corresponding certificates, will be kept only in one central point at the General Secretariat of Information of Systems and Digital Governance, which is the competent Authority to confirm the identity of citizens, includes the elements that are absolutely necessary to verify the identity of the natural person”.

Specifically, the “PA” will consist of 12 elements, of which at least 9 will be numeric. For its formation, 3 alphabetic elements (letters) will be used and then the 9 numbers of the VAT number. The numbers that can be used are from zero to nine and the alphabetic elements will be capital letters of the Greek alphabet, which are homographs in the Latin alphabet.

Citizens before the issuance of the “PA” can choose 2 of the 3 alphabetic elements (letters) provided for its creation, just as they can also choose the 2 alphabetic elements for their minor protected members. Otherwise, the digits will be randomly generated by the General Secretariat of Information Systems and Digital Governance.

The “PA” will be issued only once, will be unique and will not change during life. Furthermore, it will be issued and granted compulsorily to every natural person who is entitled to a VAT number and an AMKA and will be deactivated after the death or declaration of non-existence of the natural person.
