The bill on fan violence was submitted to Parliament

It was submitted to Parliament today bill by the Ministry of Culture and Sports regarding the treatment of fan violence.

According to what the government had announced last week, the new framework envisages toughening of the penalties as well as changes in the operation of the fan associations.

The most important points:

• The sentence framework for crimes of fan violence is increased from six months to 5 years. In certain cases of dangerous perpetrators, a sentence of 2 to 5 years will be provided.
• A special criminal offense is introduced for those who have covered their facial features during a sports match, with a prison sentence of at least six months.
• It is prohibited to suspend the sentence for crimes of fan violence, which will be tried as a matter of priority. In case of postponement of the trial, the imposition of restrictive conditions becomes mandatory.
• Suspension of operation of all fan clubs and their branches, from the entry into force of the law until July 31, 2022. From this point onwards, there will be very strict conditions for licensing and operation of the clubs. Among them, that each team will be able to have a recognized club, the headquarters of which should be the headquarters of the PAE, the OEM or the amateur club, so that the teams have direct access to the club membership register and the action their. The membership register will be digital and will be updated every summer, while the club license will be revoked if at least two members of the prosecution are prosecuted for crimes related to fan violence.
• It will be forbidden to sell individual tickets at gates that host organized fans. Admission to them will be exclusively with season tickets and will be allowed only to their legal holders. In case of violation, the penalties will be gradual and will reach the suspension of operation of the specific door.
