Utilization of Digital Capabilities and Technology – Upgrading of the Police Academy – Reorganization of Staff Services
The Ministry of Citizen Protection announced on Wednesday six main pillars of restructuring and modernization of the Greek Police provided for in the relevant bill. Among other things, the modernization of the ELAS headquarters, the utilization of Digital Capabilities and Technology, the upgrading of the Police Academy and the reorganization of Staff Services are foreseen.

“The Greek Police is at an important crossroads of reforms, aimed at strengthening its efficiency and response to modern security challenges. With a new bill of the Ministry of Citizen Protection, key pillars of restructuring and modernization are introduced, which will shape the future of policing in Greece” is emphasized.
The bill aims to create an “intelligent” and efficient Greek Police, which will anticipate and manage incidents and crises successfully. With the strategic redesign of the Headquarters and the upgrading of the Police Academy, the Hellenic Police is placed in a strong position to respond to the challenges of the 21st century, emphasizes the Ministry.
Key Pillars of Restructuring:
1. Modernization of the Hellenic Police Headquarters
- The Headquarters is transformed into the highest form of administration, allowing a vertical structure of control and coordination of all services of the Hellenic Police at the national level.
- The Branches evolve into General Directorates, following the French organization model, strengthening rational management and strategic decision-making.
- Establishment of two Deputy Chiefs of the Hellenic Police – Operational and Staff -, which will improve coordination and performance in critical operational and staff tasks.
2. Upgrading the Police Academy
- The Police Academy is being upgraded with new structures and educational methods, focusing on the quality of education and the continuous training of the staff.
- New special schools are being established for the specialized training of Special Guards and Border Guards, as well as personnel guarding vulnerable targets.
3. Reorganization of Staff Services
- A Staff Coordination Division is created for strategic planning using new technologies (Foresight) and business planning based on impact.
- A Statistical Data Analysis Department is established for evidence-based policing.
- The Security and Order Branches are merged into a General Directorate for unified coordination.
- A Social Policing Division is being created, for the unified treatment of issues of interpersonal violence with a strong social dimension and protection of the vulnerable and victims.
- The IT Directorate is evolving into a Digital Governance Directorate, while at the same time a new Communications and Networks Directorate is being created.
4. Strengthening International Cooperation and Outsourcing:
- The restructuring of the Directorate of International Police Cooperation, according to EUROPOL standards, will strengthen the international presence of the Hellenic Police and police diplomacy.
- At the same time, the formulation of a new communication strategy and public presence of the Police is promoted.
5. Utilization of Digital Capabilities and Technology:
- The technological capabilities of the Police are being strengthened, with the establishment of a Digital Governance Directorate and a new Communications and Networks Directorate, which will improve communication and network management.
- Equipment with advanced technological means to analyze data and improve operational efficiency.
6. Human Resource Management:
- Implementation of new processes of accountability, evaluation and utilization of human potential, promoting a policy based on performance and meritocracy.
